Authorize negotiation and execution of a construction manager-at-risk agreement with SPAWGLASS CONSTRUCTORS INC., for pre-construction and construction phase services for Town Lake Metropolitan Park Alliance Children's Garden for a total contract amount not to exceed $4,000,000.
