I'M ALAN JEFFERSON, EXECUTIVE DIRECTOR OF AUSTIN PETS ALIVE.

I'M ASKING YOUR, FOR YOUR SUPPORT TO TRANSFORM AUSTIN ANIMAL SERVICES INTO THE HUMAN ANIMAL SUPPORT SERVICES, WHICH IS A CONSCIOUS EFFORT TO TRANSFORM THE WAY GOVERNMENT SERVE ANIMALS INTO A NEW WAY OF SERVING COMMUNITIES.

AS A WHOLE HAAS IS ALLOWING OUR INDUSTRY TO ACT ON WHAT WE, WE NOW KNOW BEYOND A SHADOW OF A DOUBT THAT THE FOUNDATION OF TRADITIONAL ANIMAL SERVICES HAS BEEN TONE DEAF TO EQUITY UP UNTIL THE PANDEMIC.

WE HAVE BELIEVED THAT THE VAST MAJORITY OF ANIMALS MEETING SHELTERING ARE UNKNOWNS, ABANDONED, AND OR NEGLECTED.

HOWEVER, RECENT STUDIES HAVE SHOWN THE VAST MAJORITY OF PETS, EVEN THOSE THAT ARE LOOSE ARE OWNED AND LOVED AS A FAMILY MEMBER.

IT ALSO SHOWS THAT THOSE LOOSE ANIMALS GO HOME AT NIGHT AND ARE OFTEN WITHIN ONE CITY BLOCK OF THEIR HOMES.

HOWEVER, ONCE BROUGHT TO THE SHELTER, THE CHANCES OF BEING REUNITED BECOME A BISMAL LARGELY DUE TO THE ACCESSIBILITY ISSUES BECAUSE THE PEOPLE THAT LOVED THEM.

AND WE KNOW THAT BECAUSE THE VAST MAJORITY OF PEOPLE WHO ARE SEPARATED FROM THEIR PETS THROUGH THE SHELTER SERVICE MODEL ARE ALREADY STRUGGLING WITH ACCESSIBILITY ISSUES.

HAAS IS SHOWING IF WE CAN KEEP STRAY PETS IN THEIR NEIGHBORHOODS FOR JUST A COUPLE OF DAYS, WE CAN DRAMATICALLY INCREASE THE NUMBER OF ANIMALS WHO CAN GET HOME, REDUCING THE BURDEN ON THE SHELTER SYSTEM AND FREEING UP FUNDING FOR SUPPORTING PEOPLE IN PETS DIFFERENTLY.

AND WHEN YOU CONSIDER THE FOLLOWING STAFF ON TOP OF THAT, YOU CAN SEE THAT EVEN THOUGH AUSTIN IS A LEADER IN MY STATE, AND WE NEED TO RETHINK HOW WE OPERATE AS A LOCAL SERVICE MODEL, 90% OF ANIMALS ENTERING AUSTIN ANIMAL CENTER ARE QUOTE UNQUOTE NORMAL ON INTAKE, MEANING NO NOTED BEHAVIOR OR MEDICAL PROBLEMS YET GREATER THAN 40% OF ANIMALS LEAVE AUSTIN ANIMAL CENTER AS QUOTE UNQUOTE ABNORMAL, BEHAVIORALLY, OR MEDICALLY, WHICH MEANS THAT CONSIGNMENT AND SEPARATION ARE CAUSING DAMAGE THAT IS EXPENSIVE TO REVERSE.

AUSTIN'S BEEN DOUBLED THE AVERAGE DOLLAR PER CAPITA ON ANIMAL SERVICES.

AND THE ADVISORY COMMISSION AND CENTER HAVE BEEN PLANNING TO ASK FOR 2 MILLION MORE TO CARE FOR ANIMALS IN SHELTER.

ON TOP OF THAT, AUSTIN ANIMAL CENTER IS STILL FAILING TO MEET THE CRITERIA OF THE NO KILL ORDINANCE SET BY COUNCIL.

EVEN THOUGH APA TAKES 20% OF THE CITY'S ANIMALS.

AND WE ADD ANOTHER 3 MILLION TO THE MONEY SPENT ON ANIMALS, ENTERING THE SHELTER, THE CITY SHELTER AS COUNCIL MEMBERS.

I IMAGINE YOUR THINKING IS ALIGNED WITH APA IS WHEN WE ASK HOW THE CITY COULD BE SPENDING THAT MONEY MORE EQUITABLY EFFICIENTLY AND EFFECTIVELY THAN WE ARE NOW, OUR CITY CAN ABSOLUTELY KEEP SPENDING AN INORDINATE AMOUNT OF MONEY TRYING TO SAVE LIVES THAT YOU DON'T NEED TO BE SHELTERING IN THE FIRST PLACE AND MAKE MICRO IMPROVEMENTS TO HOW YOU SERVE PEOPLE IN THE WAY THAT THEY NEED IT MOST.

OR YOU CAN TAKE A GIANT LEAP FORWARD AND CHANGE THE WAY YOU OPERATE SO THAT YOU CAN FREE UP THE BANDWIDTH AND MONEY TO HELP PEOPLE WHO NEED IT.

I CAN TELL YOU AS THE CITY OF AUSTIN'S LARGEST ANIMAL PARTNER, IT IS FRUSTRATING AND DISINCENTIVIZING TO CONTINUE OUR HEALTH IN THE WAY WE ALWAYS HAVE HELP.

WHEN WE WATCHED THE CITY LOSE MONEY IN TIME AND ETHICACY, WHEN SO MUCH MORE COULD THEY HAPPENING TO INNOVATE AND HELP THE CITIZENS OF AUSTIN.

THE BOTTOM LINE IS THAT APA WANTS OUR CITY TO BE THE BEST AND WANTS TO HELP.

BY JOINING HAAS AS A TIER ONE PILOT SHITTY, AS ALAN SAID, MOST ANIMALS END UP ON THE STREET BECAUSE THE PERSON THAT CARED FOR AND LOVED THAT ANIMAL RAN INTO AN OBSTACLE, THE MEDICAL CRISIS, EVICTION JOB LOSS BEHAVIOR ISSUES.

WE KNOW THAT THE ROOT CAUSES OF PET RELINQUISHMENT

CENTER AROUND PEOPLE, AND THAT IS EXACTLY WHY THIS NEW MOVEMENT AND ANIMAL WELFARE SCHUMANN ANIMAL SUPPORT SERVICES IS FOCUSED ON KEEPING FAMILIES TOGETHER AND RECOGNIZES THAT NO TWO FAMILIES ARE ALIKE AS A TIER ONE PILOT CITY.

WE CAN IDENTIFY THE NEEDS AND THE ASSETS OF EACH NEIGHBORHOOD IN AUSTIN, NOT EACH DISTRICT, BUT EACH NEIGHBORHOOD AND SET UP ANIMAL SERVICES TAILORED TO THOSE UNIQUE AND INDIVIDUAL COMMUNITIES.

HAAS IS COMMITTED TO COMBATING DISCRIMINATION AND INEQUITY IN ANIMAL SERVICES AND TO WORKING WITH COMMUNITIES TO BREAK DOWN BARRIERS, TO PET RETENTION, ADOPTION, AND FOSTERING, WE CAN FORM COALITIONS OF SERVICE ORGANIZATIONS, CITY DEPARTMENTS, COMMUNITY GROUPS, AND VOLUNTEERS TO HELP PEOPLE LEARN ABOUT AND OBTAIN THE RESOURCES THEY NEED TO KEEP THEIR PETS.

LET'S TAKE FULL ADVANTAGE OF MODERN TECHNOLOGY, ALTRUISM AND HUMAN SUPPORT NETWORKS THAT ARE ALREADY IN ABUNDANCE IN OUR CITY.

ONCE ALL OF THE ANIMALS THAT ARE NEEDLESSLY SENT TO THE SHELTER ARE INSTEAD REHOMED OR DIVERTED TO FOSTER HOMES OR REUNITED WITH THEIR FAMILIES BEFORE THEY EVER SEE THE SHELTER, THEN WE'RE FREEING UP ANIMAL CARE, STAFF, VOLUNTEERS, FACILITIES, AND MEDICAL SERVICES FOR THE ANIMALS THAT URGENTLY NEED THAT KIND OF CARE.

EVERYBODY WINS HUMAN ANIMAL SUPPORT SERVICES IS THE WAY FORWARD FOR ANIMAL WELFARE.

EVERYONE HAS THE RIGHT TO AND DESERVES TO ENJOY AN ANIMAL COMPANION.

UM, I'M CURRENTLY A CAT ADOPTION COUNSELOR FOR AUSTIN PETS ALIVE AS WELL AS A VOLUNTEER FOR TRAPPERS AND A MODERATOR FOR APA PAST FACEBOOK GROUP.

FROM THE START OF THE COVID-19 PANDEMIC OFF AMERICAN PESTLE, I'VE CREATED THE HUMAN ANIMAL SUPPORT SERVICES PILOT MODEL.

IT WASN'T PERFECTLY OUTLINED AND THERE WERE NO PLANS SET IN STONE, BUT IT DID HAVE A PASSIONATE DRIVE CREATED WITH A SENSE OF URGENCY TO DO SOMETHING NOW WITH THE POWERFUL COALITION COMPRISED OF OVER 600 ANIMAL WELFARE STAFF, VOLUNTEERS AND ADVOCATES FROM ALL OVER THE COUNTRY AND CANADA, IT'S BEEN LAUNCHED IN 38 PILOT CITIES WITH 36 WORKING GROUPS.

IT'S NOT ABOUT ACHIEVING PERFECTION.

IT'S NOT ABOUT IMPLEMENTING A ONE SIZE FITS ALL APPROACH TO EVERY PILOT CITY.

WHAT IT IS IS A COMMITMENT FOR LEADERSHIP EXPERTS IN ANIMAL WELFARE ADVOCATES TO COLLABORATE ON EFFECTIVELY SERVING RESIDENTS IN THEIR ANIMALS.

AND IT'S ABOUT TIME THAT AUSTIN FINALLY, AND OFFICIALLY JOINED THAT COLLABORATION USING THE CITY'S OPEN DATA PORTAL INTAKE DATA AND MAPPING HAS PROVEN WHAT MOST ANIMAL ADVOCATES IN THE CITY ALREADY KNOW.

THERE'S A DIRECT CORRELATION BETWEEN THE LIMITED EMERIL RESOURCES SUCH AS CLINICS, BOARDING FACILITIES, TRAINERS, AND SUPPLY STORES, AND IN REGIONS WITH THE HIGHEST RATE INTAKE NUMBERS OFTEN WEST OF BY 35 AS WELL STOPPED WHILE EAST OF I, 35 IS A RESOURCE DESERT.

SIMILAR FINDINGS WERE CONFIRMED IN DALLAS WHO JOINED THE HOC COALITION IN JULY WHEN THEY SAW EXTREME DISPARITIES AND RESOURCES SOUTH OF , SINCE THEN DELTA ANIMAL SERVICES LAUNCHED A PET SUPPORT CALL CENTER DESIGNED TO HELP STRUGGLING OWNERS KEEP THEIR PETS.

THEY ESTABLISHED A PARTNERSHIP WITH HOME TO HOME, WHICH IS A SERVICE THAT PROVIDES SHELTER, SUPPORTED SELF RE-HOMING IN THE COMMUNITY.

THEY ALSO DEPLOYED VETERINARY TELE-HEALTH SERVICES.

SIMILAR TO THOSE PROVIDED FOR HUMANS.

THERE'S ALSO A DEVELOPING PARTNERSHIP WITH PROMINENT OF A VETERINARY CORPORATION TO PROVIDE MEDICAL CARE, TO OWN ANIMALS AND MAJOR PILOT CITIES AT POTENTIALLY, UH, POTENTIALLY AT NO COST TO THE CITY.

ON TOP OF THAT MADDIE'S FUND HAS RECENTLY ISSUED $50,000 GRANTS TO EACH OF THE LARGEST HOT PILOT CITIES.

THIS DECENTRALIZATION DECENTRALIZATION OF SHELTER RESOURCES HAS SIGNIFICANTLY DEFERRED INTAKE AND MEET PEOPLE WHERE THEY ARE.

AND OFTEN JUST AS THE CITY HAS MANDATED THAT EACH BUSINESS HAS A MASK PLAN

I AM PROPOSING THAT THEY ALSO POST THE CURRENT STAGING LEVEL OF THE CITY PROMINENTLY ON THEIR DOORS.

THE MISSION OF OUR ORGANIZATION IS TO PROVIDE A SAFETY NET FOR THOSE THAT ARE AFFECTED BY DOMESTIC VIOLENCE AND REQUIRE IMMEDIATE SHELTER AND SECURITY.

WE HAVE PARTNERED WITH LOCAL HOTELS TO PROVIDE A SAFE HAVEN FROM ABUSE WHEN SHELTERS ARE AT CAPACITY, ESPECIALLY DURING THIS CURRENT PANDEMIC.

UM, I'M SPECIFICALLY SPEAKING TODAY ON MENSTRUAL EQUITY IN THE INTERSECTIONALITY WITH BEING DISPLACED AND DISPLACED DUE TO DOMESTIC VIOLENCE OR OTHER REASONS SUCH AS COVID THE OVERALL MEANING OF MENSTRUAL EQUITY REFERS TO THE AFFORDABILITY, ACCESSIBILITY AND SAFETY OF MENSTRUAL PRODUCTS AND MENSTRUAL EDUCATION WITHOUT SHAME OR STIGMA, UM, PERIODS DO STOP.

WHEN A PERSON IS DISPLACED BY DOMESTIC ABUSE.

HOWEVER, THE SURVIVORS OFTEN FIND THAT PERIOD PRODUCTS ARE NOT ONE OF THE ESSENTIAL ITEMS THEY THINK TO GRAB WHEN THEY HAVE TO LEAVE THEIR HOME DUE TO VIOLENCE.

MENSTRUAL EQUITY IS A SERIOUS ISSUE FOR MARGINALIZED POPULATIONS IN AUSTIN.

STUDIES HAVE SHOWN THAT MORE THAN HALF OF THE PEOPLE EXPERIENCING HOMELESSNESS REPORT THEIR CURRENT STATE AS A RESULT OF ABUSE OR TRAUMA PEOPLE LIVING IN POVERTY ARE MOST EFFECTED BY A LACK OF ACCESS TO MENSTRUAL PRODUCTS.

UM, THESE INDIVIDUALS OFTEN CANNOT AFFORD SUFFICIENT PERIOD CARE AND MAY DISAPPROVE, UH, DISPROPORTIONATELY SUFFER THE MEDICAL AND PSYCHOLOGICAL IMPACT OF NOT HAVING THESE HYGIENE PRODUCTS READILY AVAILABLE AT ABOUT $50 PER YEAR.

EVERY MENSTRUATING PERSON DESERVES TO HAVE ACCESS TO PRODUCTS THAT ALLOW FOR A HYGIENIC PERIOD AND CONTINUED PRODUCTIVITY IN THEIR DAILY LIVES SURVIVE TO THRIVE, SEEKS TO MODEL ADVOCACY, EMPOWERMENT, PARTICIPATION, AND INCLUSION FOR A GOAL OF NORMALIZING PERIODS, SURVIVE TO THRIVE, SUPPORT, AND HOPES.

THE COUNCIL MEMBERS SUPPORT THE INITIATIVE THAT SEEKS TO IMPROVE MENSTRUAL EQUITY ACROSS AUSTIN, BY IMPROVING THE ACCESS TO MENSTRUAL EDUCATION AND PERIOD PRODUCTS ALONG WITH RE REMOVING THE TAX OR NEEDS ESSENTIAL HIDING PRODUCTS, HYGIENE PRODUCTS.

UH, ONE OF THE THINGS THAT YOU KNOW WAS POINTED, WE WANT TO POINT OUT IS THAT, YOU KNOW, A LOT OF THIS DATA THAT WE'VE DONE FOR YEARS, UH, IT IS PART OF THE HAAS MODEL ALREADY IN TERMS OF, WE KNOW THAT ANIMALS ARE PICKED UP A THOUSAND PAID FROM THEIR HOME.

UH, THAT IS SOMETHING THAT, UH, WE TRACK THAT FOR MANY YEARS.

UH, WE HAVE GONE INTO NEIGHBORHOODS THAT ARE UNDERSERVED AND REDUCED OUR INTAKE FROM THOSE AREAS AND OUTLIVE THE OTHER NEIGHBORHOODS.

SO WE DO HAVE PREVENTION SERVICES.

WE, WE, A LOT IN THIS COMING YEAR, THIS BUDGET FISHINGER, OUR PREVENTION SERVICES IS A $1.3 MILLION IN PREVENTION SERVICES ALREADY.

UH, YOU KNOW, WE HELP OVER 10,000 PEOPLE, SPAYING AND NEUTERING AND RABIES VACCINATIONS THAT CANNOT AFFORD THAT.

AND ONE OF THE THINGS THAT, YOU KNOW, Y Y THE ASSISTANT CITY MANAGER, SHORTER AND MYSELF, AND WE'VE TALKED ABOUT THIS, AND WE DID NOT WANT TO PARTICIPATE ORIGINALLY IS BECAUSE THE PUSHBACK, WHEN WE CLOSED FOR THE PANDEMIC AND ANIMAL FINDERS, OR ASKED TO TAKE THE PET BACK TO THE NEIGHBORHOODS, WHICH THEY FOUND IT AND HELP TRY TO FIND IT, UH, IT'S HOME RATHER THAN BRINGING IT IN BECAUSE OF THE, THE COVID CONCERNS, THE PUBLIC OUTCRY WAS ENORMOUS.

I THINK Y'ALL ALL EXPERIENCE EMAILS ACCORDINGLY.

AND, UH, SO WE DIDN'T HAVE THE PUBLIC INPUT AND HE FELT THAT WE NEEDED TO INVESTIGATE IT MORE, LOOKING AT GETTING MORE PUBLIC INPUT AND GET, YOU KNOW, TRY SOME OF THESE PROGRAMS AND GET BUY IN FROM THE COMMUNITY BEFORE WE STARTED MAKING MAJOR CHANGES DURING THE PANDEMIC.

UM, ONE OF THE THINGS THAT, YOU KNOW, WE ALSO IN THE HAAS MODEL, UM, IT WILL BE SOME COSTS INVOLVED IN THAT BECAUSE WE, YOU KNOW, THEY TALK ABOUT TAKING THE CALLS AND FOLLOWING THEM THROUGH THE WHOLE PROCESS, UH, CREATING A PLAN.

CURRENTLY, THREE, ONE, ONE TAKES OVER 50,000 CALLS FOR US.

35, OVER 35,000 THIS YEAR HAD BEEN DIRECTED TO US AFTER THEY PRE-SCREENED THEM.

AND TO HAVE PEOPLE THAT WILL BE ABLE TO FOLLOW THAT CALL THROUGH THE WHOLE PROCESS, WE WOULD HAVE TO HAVE ADDITIONAL STAFFING.

AND CURRENTLY WE'RE VERY THIN STAFF, AND WE WOULDN'T HAVE BEEN ABLE TO MOVE FOLKS AROUND TO HANDLE THAT.

THAT WOULD BE SOME ADDITIONAL STAFFING THAT WE WOULDN'T BE REQUIRED TO HAVE.

SO WE WOULD HAVE TO OUTSOURCE THAT.

AND THAT IS A VERY COSTLY ENDEAVOR.

WE, WE, WE'VE BEEN TAKING A LONGER DESERTS OVER THE YEARS TO TRY TO BE ABLE TO KEEP ANIMALS WITHIN THE NEIGHBORHOOD.

AND WE BUILT IN OUR FENCING FROM BRAND, UH, RATHER THAN TAKE SERIOUS MEASURES ON INDIVIDUALS.

I MEAN, WE, WE, OUR ANIMAL PROTECTION OFFICERS WILL HAVE CONVERSATION WITH DOGS, OWNERS FIND OUT WHY YOUR ANIMAL IS GETTING OUT.

IF IT'S BROKEN FENCING OR A CLOSING REFUSE, THEN WE'LL PROVIDE THOSE MATERIALS SO THAT WE CAN, WE CAN HELP THEM MAKE THOSE.

ULTIMATELY, WE WANT THEM TO KEEP THEIR PETS AND THEN THINGS, OTHER OTHER ITEMS WHERE WE, WE, WE HAVE CONVERSATIONS WITH OUR COMMUNITY MEMBERS TO FIND OUT WHAT ARE THINGS THAT YOU MAY NEED.

AND WE HAVE HEARD THAT IT IS ACCESSIBILITY ISSUES, ACCESSIBILITY TO VET CARE AND THINGS OF THAT NATURE ACCESSIBILITY, JUST TO GET TO THE PET SUPPLIES THEY NEED.

SO WE HAVE TEAMS THAT WILL GO AND DELIVER DOG FOOD TO THEN DELIVER OTHER, OTHER, OTHER THINGS THEY MAY NEED.

UM, WE HAVE OUR FRIENDS OUT GROUP WHO HAVE BEEN INSTRUMENTAL WITH HELPING US, YOU KNOW, GET, PROVIDE VETERINARY CARE OR VOUCHERS TO INDIVIDUALS SO THAT THEY IT'S AN INSIGHT, AGAIN, A REASON FOR THEM TO KEEP THEIR PET RATHER THAN BREAK THAT FAMILY APART.

WE ALSO, UH, WE HAVE, UH, AN EMPLOYEE THAT DEALS WITH THE HOMELESS AND THEIR ASSISTANCE NEEDS, AND HE SPENDS, UH, 20 HOURS A WEEK, UM, WORKING WITH THOSE HOMELESS TO GIVE THEM THE RESOURCES THEY NEED TO BE ABLE TO KEEP AND MAINTAIN THEIR PETS SAFELY.

OF COURSE, PUBLIC SAFETY IS, IS ONE OF HIS CONCERNS STAYS THAT WE WANT TO MAKE SURE THEY'RE ALL VACCINATED.

AND IF THEY DO HAVE AN INCIDENT THAT, YOU KNOW, EVERYBODY'S PROTECTED.

SO WE'RE LIKE I SAY, YOU KNOW, THIS IS THE STATE MANAGERS, IT WAS MODEL POST THE HAAS IN FELT THE DATA.

THIS IS SOME FUNDS THAT WE WERE ABLE TO OBTAIN SOME YEARS AGO, AND WE'VE BEEN ABLE TO, AT FIRST, WE WERE ABLE TO TARGET TARGETED ZIP CODES, BUT WE'VE EXPANDED IT TO OTHER ZIP CODES AS WELL AS SPECIAL MARKETS, THE HIGH INTAKE AREAS.

AND THEN, YOU KNOW, WITH, WITH, WITH THE PANDEMIC AND OTHERS, WHERE WE WERE SEEING SOME CONCERNS, WE, WE SORT OF MODIFIED THAT TO, TO ADDRESS IT AND, AND TO ADDRESS THOSE CONCERNS.

AND SO WE WE'VE GOT FIVE GRANT, THE GRANT FATIGUE, OR THE GRAND TOUR, AND THEY WERE LIKE, WHATEVER, Y'ALL CAN DO THOSE TO ENSURE THAT THEY'RE TO STAY WITH THEIR OWNERS.

EVEN WHEN SOMEONE SHOWS UP WITH A STRAY AT THE SHELTER, WE HAVE ALWAYS ASKED THEM, BUT YOU CAN HELP FIND THIS ANIMALS, HOW LONG, BECAUSE WE KNOW THAT IT'S PICKED UP WITHIN A THOUSAND FEET WHEN YOU TAKE IT BACK TO THE NEIGHBORHOOD, KNOCK ON SOME DOORS, WALK IT AROUND, SEE, SEE IF YOU CAN FIND ITS HOME.

AND, YOU KNOW, THERE'S, THERE'S A PERCENTAGE OF PEOPLE THAT WILL DO THAT.

WE HAD IT SET UP WITH THE, WITH THE MICROCHIP FAMILIES THAT THEY WOULD CALL THE OWNER AND THE OWNER, AND, AND HOPEFULLY THEN SET UP A SNEAKY PICKUP AND MEETING AND DROP-OFF WITH THE FINDER AND THE OWNER OF THE W WE'RE ALREADY LOOKING AT WAYS ON HOW WE CAN SORT OF, YOU KNOW, A THINK SAMARITAN WANTS TO DO THE BEST.

AND, YOU KNOW, I GUESS ONE OF THE BIGGER THINGS IS HERE.

IF EVERYONE MIGHT REJECT THEIR ANIMALS, THEN WE WOULDN'T HAVE THE ISSUES THAT WE HAVE.

UH, THE COMMUNITY IS NOT VERY FORTHCOMING IN HELPING, UH, KEEP ANIMALS IN THEIR NEIGHBORHOOD.

AND WE MADE, THEY DRIVE ALL THE WAY ACROSS TOWN TO BREED HERE.

IT'S, IT'S VERY DIFFICULT TO CONVINCE THEM TO TAKE IT BACK.

THERE'S SOME THAT WILL, BUT MOST OF THEM IT'S NOW OUR PROBLEM BECAUSE THEY DON'T WANT TO HAVE TO DEAL WITH IT ONCE THEY MAKE THEIR TRIP ACROSS TOWN.

SO WE, WE ARE FULL AND ONE IS IT, THERE'S NO PROBLEM GETTING THEM IN, BUT WE, IT'S HARD TO GET PEOPLE INTO THE SHELTER DUE TO COVID RESTRICTIONS TO ADOPT AND GET THEM OUT.

SO WE'RE VERY LIMITED.

SO WE'RE COMING IN AND WE'RE GETTING OUT AND WE HAD TO ACTUALLY REACH OUT LAST WEEK TO APA AND OTHER RESCUE PARTNERS TO HELP FILL ANIMALS, TO HELP MAKE SPACE BECAUSE WE WERE, YEAH, I MEAN I'VE BEFORE THE PANDEMIC I'VE VISITED THE ANIMAL CENTER, UM, PRETTY OFTEN IT'S, IT'S ONE OF MY DAUGHTER'S FAVORITE PLACES TO GO TO WALK DOGS AND VISIT WITH THE ANIMALS.

SO I'VE SEEN, I'VE SEEN THAT VERY OFTEN.

YOU'RE BEYOND CAPACITY, UM, ACT CAPACITY BEYOND CAPACITY.

AND SO I UNDERSTAND, I UNDERSTAND THOSE CHALLENGES, UM, AND JUST WOULD ENCOURAGE, I KNOW SOME YEARS WE'VE DONE, UH, UM, THE COUNCILS PARTICIPATED IN, UH, IN HELPING BRING ATTENTION TO THAT, UH, ESPECIALLY AROUND THE HOLIDAYS ABOUT THE WONDERFUL JOYS OF, OF, UM, BRINGING A PET INTO YOUR FAMILY.

UM, AGAIN, I KNOW AT THE ANIMAL CENTER DID KIND OF NICE T-SHIRTS AND WE ALL DID LITTLE VIDEOS AND THINGS OF THAT, OF THAT SORT TO HELP PROMOTE, PROMOTE, UM, ANIMALS, LEAVING THE, LEAVING THE CENTER AND INTO FAMILIES, BUT BACK TO THE ISSUE OF FRONT STEPS, I, I THINK THAT THAT'S PROBABLY INFORMATION WE NEED TO GET FROM FRONT STEPS, BUT I THINK IT'S AN IMPORTANT PIECE TO THIS WHOLE CONVERSATION ABOUT HOW WE, HOW WE REALLY MEET PEOPLE, WHERE THEY ARE AND DO THE BEST WE CAN TO KEEP, TO KEEP THEIR ANIMALS WITH THEM.

SO THAT IS WE, WE RUN AN, UH, SPAY-NEUTER FIBER CHIP RABIES CLINICS THROUGHOUT, UM, THE CITY AND COUNTY ON A MONTHLY BASIS IN PUBLIC AREAS WHERE IT'S ADVERTISED AND THOSE PEOPLE THAT NEED THAT ASSISTANCE AND GO TO THOSE LOCATIONS.

UH, WE CONTRACT THAT OUT THREE MAN, SO PADS AND, UH, THE COUNTY ALSO, UH, FINANCES, $140,000 A YEAR FOR CLINICS LIKE THAT IN THE COUNTY, THEY HAVE INCORPORATED AREAS.

SO THOSE ARE THE RESOURCES THERE ARE AVAILABLE.

UH, AND IF SOMEONE, YOU KNOW, WE, WE GET LOTS OF DONATED FOOD AND THAT IS WHAT WE USE, UH, WHEN PEOPLE ARE EXPERIENCING ISSUES AND THEY HAVE ISSUES, YOU KNOW, THEY CAN'T PAY THEIR HAPPENS.

AND WE ALSO, WHEN SOMEONE WANTS TO SURRENDER AN ANIMAL AND IT NEEDS SOME VETERINARIAN CARE THAT WE CAN PROVIDE OUR FRIENDS

WE HAVE ABOUT $75,000 THIS YEAR THAT WE CAN GIVE THEM VOUCHERS TO SEE TRAINING, TO HELP KEEP THOSE ANIMALS IN THEIR HOMES.

WHERE DOES THE FUNDING FOR THAT $75,000 WITH THE MATTRESS COME FROM THE ANIMAL AUSTIN ANIMAL CENTER SIDE? IS THAT OUT OF YOUR BUDGET? UH, THAT PAIN OUT OF OUR DONATION BUDGET, UH, THAT'S, THAT'S UH, ABOUT 35,000 OUT OF OUR DONATION BUDGET, AND THEN THE REMAINING 40,000 THAT'S, UM, FRIENDS OF AUSTIN ANIMAL CENTER.

AND IT SAID, UM, THE KIND OF FINANCIAL CONTRIBUTION THAT YOU DEPEND ON REGULARLY TO WHERE THERE'S SOME SORT OF, UM, I GUESS A PERPETUAL DONATION IS THAT INCONSISTENT OR, YOU KNOW, PREDICTABLE.

IT IS UNPREDICTABLE OUR DETONATION BUDGET THAT HAS DOMINATED LIKE THIS FISCAL YEAR.

WE WEREN'T ABLE TO USE IT TILL NEXT FISCAL YEAR.

AND SO OUT OF CURIOSITY, HAVE THOSE DONATION DOLLARS SHIFTED DURING COVID, UH, WE ACTUALLY NOT SEEING ANY SHIFTS OF WHAT YOU RECEIVED AS MANY $90 THIS PAST YEAR SAY THE PREVIOUS YEAR, I GUESS.

I MEAN, THE, UM, THE EXPENDITURE, THE USE OF THE DOLLARS, CERTAINLY THERE'S BEEN SOME SHIFT IN OPERATIONS.

WE, WE SAW LESS BEING USED BECAUSE WE HAD LESS IT'S BEING USED OUT IN THE COMMUNITY BECAUSE WE COULD NOT, YOU KNOW, GATHER MASSIVE AMOUNTS OF PEOPLE.

AND A LOT OF OUR CLINICS WERE, UH, CLOSED.

ALL THE FACILITIES WERE CLOSED AND THE MANTIC THAT, UH, HAD TO SCALE BACK ALSO.

SO WE'RE SEEING THAT AS WE'RE RANTING THAT AS BACKUP AND AS MORE PARKS OPEN UP AND MORE FACILITIES FOR US.

UH, SO YES, WE DIDN'T SPEND AS MANY IN SPAIN DID OR DOLLARS THIS YEAR AS WE HAVE IN THE PAST.

AND THOSE WILL CARRY OVER AND BE APPLIED TO THIS YEAR'S SPAY AND NEUTERS, AND WE'LL PROBABLY GET MORE CLINICS TO HELP UTILIZE THOSE DOLLARS.

UM, SO THIS IS JUST AN, AN UPDATE ON THE MENSTRUAL EQUITY INITIATIVE THAT WE HAVE BEEN, UH, LAUNCHING OVER THE PAST SIX WEEKS.

I WANTED TO OPEN BY THANKING COUNCIL MEMBERS, TOBO KITCHEN AND MAYOR PRO TEM GARZA FOR THEIR SUPPORT OF THIS INITIATIVE.

ON OUR NEXT SLIDE, YOU CAN SEE THAT THE VISION FOR THIS PARTICULAR INITIATIVE IS THAT AUSTINITES LIVES ARE NOT LIMITED OR RESTRICTED BY ADMINISTRATION.

WE'VE BEEN WORKING WITH THE COMMUNITY TO, UM, TO, TO BUILD A GROUP THAT CAN SUPPORT THIS WORK.

AND WE'VE BEEN REALLY HEARTENED BY THE ENTHUSIASTIC, UH, ENGAGEMENT OF MANY STAKEHOLDERS ON OUR NEXT SLIDE.

YOU'LL SEE THAT WE'VE BEEN ABLE TO BUILD A BROAD COALITION ACROSS THE CITY.

IN ADDITION TO THE COUNCIL SUPPORT, WE'VE HAD ENGAGEMENT FROM PUBLIC, EXCUSE ME, PUBLIC PRIVATE AND NONPROFIT ORGANIZATIONS.

AND WHEN, UM, LOTS OF GREAT SUPPORT AND LOTS OF GREAT ORGANIZATIONS HAVE BEEN WILLING TO JOIN US.

WE'VE HAD SO MUCH SUPPORT THAT WE HAVE DECIDED THAT IT WILL BE MORE, MOST EFFICIENT TO WORK AT LEAST ON OUR PILOT PROJECTS WITH A LEADERSHIP GROUP.

SO WE FORMED A WORK GROUP WITH PARTICIPATION FROM AUSTIN, PUBLIC HEALTH,

AUSTIN, INDEPENDENT SCHOOL DISTRICT, UH, THE HOUSING AUTHORITY OF THE CITY OF AUSTIN AND THE TEXAS COMMISSION FOR WOMEN TO MOVE FORWARD WITH A COUPLE OF PILOT PROJECTS THAT WE'LL TALK ABOUT, UH, LATER ON, BUT WE ALSO HAVE A LARGER STAKEHOLDER GROUP, INCLUDING, UH, CENTRAL HEALTH, THE PEOPLE'S COMMUNITY CLINIC, AND, UH, A WIDE GROUP OF NONPROFIT ORGANIZATIONS FOCUSED ON ADOLESCENT SERVICES, FOCUSED ON SUPPLYING, UM, BASIC NEEDS PRODUCTS TO, UH, UNDERSERVED COMMUNITIES AND COMMUNITIES THAT ARE UNDER SUFFERING, ESPECIALLY UNDER THE PANDEMIC RESTRICTIONS AND ALSO ADDITIONAL COMMUNITY ORGANIZATIONS.

SO THE, ON THE NEXT SIDE, WE'RE GOING TO WALK YOU THROUGH THE TWO PILOT PROJECTS THAT WE HAVE LAUNCHED.

UM, WE'RE, WE'RE IN THIS TENUOUS SITUATION WHERE WE WANT TO ENSURE THAT WE ARE BUILDING MENSTRUAL EQUITY INTO OUR WORK GOING FORWARD, BUT ALSO WE'RE OPERATING UNDER THE PANDEMIC RESTRICTIONS.

AND IT'S VERY DIFFICULT TO KNOW WHEN THE TRANSITION BACK TO NORMALCY WILL HAPPEN AND ALSO HOW THAT WILL IMPACT THESE INITIATIVES.

SO WE'RE FOCUSING ON, UH, AN EDUCATIONAL COMPONENT THAT WE BELIEVE WILL BE USEFUL AND HELPFUL DURING THE PANDEMIC AND BEYOND, UH, THE STAFF OVER AT PEOPLE'S COMMUNITY CLINIC HAVE A PARTICULAR DEPARTMENT THAT WORKS WITH ADOLESCENTS WHO ARE APPROACHING THEIR FIRST PERIODS.

AND, UH, THEY HAVE A LOT OF EXPERIENCE.

THEY HAVE SORT OF A, A SET TALK THAT THEY GIVE FACE TO FACE DURING CHECKUPS AND, AND OTHER EMERGENT CARE VISITS WITH ADOLESCENTS.

THEY WALK ADOLESCENTS THROUGH BEN STATION, WHAT TO EXPECT THE ANATOMY, UH, PERIOD PRODUCTS, UH, COMMON SYMPTOMS, AND ALSO INTRODUCE THOSE YOUNG PEOPLE TO, UH, WEB-BASED TOOLS SO THAT THEY CAN ANSWER THEIR OWN QUESTIONS.

AFTER THE VISIT, AFTER A MEETING WITH THE ADOLESCENT IN THESE FACE-TO-FACE MEETINGS, THE PROCESS HAS BEEN TO SPEAK BRIEFLY WITH THE GUARDIANS AND CAREGIVERS OF THOSE ADOLESCENTS TO MAKE SURE THAT THE CAREGIVERS ARE PREPARED AND CAN REDUCE, UH, SHAME AND STIGMA AROUND PERIODS FOR THOSE ADOLESCENTS APPROACHING MONARCHY.

NOW, DURING THE PANDEMIC, A LOT OF THE COMMUNICATION FACTORS THAT HAVE BEEN USED TO CONVEY THIS INFORMATION ARE NOT ACTIVE.

THERE ARE, UH, GIRLS CLUBS IN AUSTIN ISD SCHOOLS.

THERE ARE, UM, TALKS IN GIRL SCOUTS MEETINGS.

THERE ARE A BUNCH OF ORGANIZATIONS THAT HAVE IN-PERSON WAYS TO CONVEY THIS INFORMATION.

AND MANY OF THOSE ORGANIZATIONS ARE NOT OPERATING ON THEIR USUAL SCHEDULES AND THEY'RE NOT OPERATING IN THEIR TRADITIONAL MODELS.

THE OTHER CHALLENGE IS THAT WE HAVE ADOLESCENT AUSTINITES WHO ARE NOT, WHO ARE APPROACHING MINISTRATION, WHO DO NOT IDENTIFY AS GIRLS AND STILL NEED THIS INFORMATION AND MAY HAVE EVEN MORE SHAME AND STIGMA AROUND OBTAINING PRODUCTS AND OBTAINING INFORMATION ABOUT MENSTRUATION.

SO THE WONDERFUL THING ABOUT THIS VIDEO IS THAT THIS WILL BE A RESOURCE THAT CAN BE OFFERED TO ANY AND ALL AUSTINITES WITHOUT, UH, NEEDING TO, UH, NEEDING TO MAKE IT TOO PUBLIC.

SO THIS IS A RESOURCE THAT WILL BE VERY USEFUL DURING THE PANDEMIC DURING THESE, THESE SORT OF ALTERED MODEL TIMES, BUT ALSO WILL BE VERY USEFUL TO A LOT OF SUPPORT ORGANIZATIONS AS WE MOVE FORWARD OUT OF THE PANDEMIC.

OUR SECOND, UH, PILOT PROJECT IS DISTRIBUTION OF PERIOD PRODUCTS.

WE ARE WORKING WITH A BUNCH OF ORGANIZATIONS.

AUSTIN IS VERY LUCKY TO HAVE A GREAT GROUP OF, UH, OF NONPROFIT ORGANIZATIONS WITH THE SUPPORT OF MENSTRUATING AUSTINITES IN MIND.

AND SO WE HAVE BEEN WORKING WITH ANY AND ALL OF THOSE ORGANIZATIONS TO TRY TO MAKE SURE THAT WE ARE PROVIDING PRODUCTS AT THE BEST PRICE POINT AND IN THE BEST MANNER AND THE BEST DISTRIBUTION MANNER FOR PEOPLE WHO DURING THE PANDEMIC DO NOT HAVE ACCESS THROUGH THEIR TRADITIONAL MEANS TO PERIOD PRODUCTS.

AS AN EXAMPLE, UH, AGAIN, AUSTIN ISD HAD BEEN PROVIDING PERIOD PRODUCTS THROUGH SOME OF THEIR COUNSELING OFFICES, BUT SWINGING BY THE COUNSELOR'S OFFICE AND PICKING UP A PERIOD PACK IS A LOT MORE DIFFICULT DURING THESE DAYS.

SO WE'RE TRYING TO FIGURE OUT WAYS TO GET PRODUCTS OUT INTO THE COMMUNITY.

WE HAVE BEEN VERY GRATEFUL FOR THE SUPPORT OF HAKA IN HELPING US UNDERSTAND WHAT PROJECTS THEY ARE DOING THAT WOULD

ALLOW US TO AUGMENT THEIR SUPPLIES WITH PERIOD PACKS RIGHT NOW.

UM, THE, THERE ARE, THERE ARE TWO MAIN INITIATIVES THAT WE'RE WORKING WITH HAKA ON THE FIRST IS INCORPORATING PERIOD PACKS INTO COVID RELIEF PACKS.

THEY HAVE BASICALLY THEY DO A PACK DROP WITH ANY HOUSEHOLD THAT HAS BEEN EXPOSED OR HAS A POSITIVE COVID TEST.

AND THOSE PACKS INCLUDE A LOT OF BASIC HYGIENE ITEMS. AND SO WE ARE LOOKING AT INCORPORATING MINISTRATION PRODUCTS INTO THOSE, UH, COVID RELIEF PACKS POCKET IS ALSO PREPARING A PPE DROP.

THEY ARE LOOKING AT THREE OF THEIR PROPERTIES, THESE WITH ABOUT 1000 RESIDENTS, AND THEY'RE, THEY'RE LOOKING TO PROVIDE PPE PACKS, WHICH WOULD INCLUDE MASKS AND HAND SANITIZER.

AND SO WE HAVE AN EASY DISTRIBUTION CHANNEL TO GET PRODUCTS OUT INTO THE COMMUNITY.

WE'RE WORKING WITH AUSTIN ISD ON THE WEEKLY FOOD PACKS THAT THEY ARE DISTRIBUTING TO ALL AISD STUDENTS AND ALL FAMILIES WITH, UH, FAMILY MEMBERS UNDER THE AGE OF 19.

THE SCOPE OF THAT PROJECT IS SO MUCH GREATER.

UM, YOU KNOW, WE'RE TALKING ABOUT, ABOUT, UM, I'M GOING TO BALLPARK IT AT 200,000 PACKS PER WEEK, AND THAT IS NOT A SCOPE THAT OUR PILOT IS BEEN UP TO AT THIS POINT.

AND THE MAIN RESTRICTION ON THAT IS WE HAVE A GREAT DISTRIBUTION CHANNEL.

WE HAVE WAREHOUSING THE BIG CHALLENGE.

THERE IS FUNDING.

WE JUST DON'T HAVE THE FUNDING TO GET THESE PRODUCTS, UM, SOURCED ONCE THEY'RE SOURCED.

AGAIN, WE HAVE SOME GREAT NONPROFITS IN TOWN THAT CAN HELP US EITHER BUILD OUT PRODUCTS OR ADD THOSE PRODUCTS IN.

WE HAVE, UH, UNITED WAY HAS OFFERED TO HELP US FIND VOLUNTEERS FLOW CODE HAS BEEN VERY GENEROUS IN OFFERING TO, UH, RUN VOLUNTEER EVENTS AND TO HELP US UNDERSTAND WHAT, UH, SORT OF WHAT THE PROCESS WOULD BE TO BUILD PERIOD PACKS.

THE AUSTIN DIAPER HAS OFFERED TO SOURCE PRODUCTS AT THE BEST PRICING POSSIBLE.

WE JUST WE'VE.

WE'VE GOT ALL OF THE OTHER PIECES FIGURED OUT.

WE JUST NEED TO FUND THIS PROJECT.

WE DON'T YET KNOW WHAT THE TOTAL PRICING WOULD BE.

WE'VE UM, WE'RE WE'RE AUSTIN ISD IS NOT A SMALL ORGANIZATION AND FINDING THE PARTICULAR DATA POINTS BY ME, THE PARTICULAR CONTEXT WHO, UH, CAN TALK US THROUGH WHAT DISTRIBUTION WOULD LOOK LIKE, HOW MANY PRODUCTS THEY WOULD NEED, THOSE, THOSE LOGISTICAL DETAILS.

WE'RE STILL WORKING ON THAT.

SO I DO NOT HAVE A NUMBER ON THE, UM, THE PERIOD PRODUCTS THAT WE WOULD NEED TO FULFILL THAT AUSTIN IST NEED.

UM, BUT THAT IS, THAT IS SOMETHING THAT, UH, WE'RE WORKING ON FIGURING OUT.

SO THAT'S, THAT'S THE BULK OF THE BRIEFING ON OUR NEXT SLIDE.

I HAVE NOT HAD A LOT OF ONE-ON-ONE WORK WITH CENTRAL HEALTH.

UM, BUT I'VE, I'VE JUST GOTTEN A LOT OF, A LOT OF ENTHUSIASTIC SUPPORT AND OFFERS OF HELP SO FAR.

I JUST HAVEN'T TAKEN THEM UP ON MANY OF THEM YET.

I WAS JUST THINKING MAYBE, UH, JUMPING AHEAD, YOU KNOW, I WAS JUST THINKING OF POTENTIAL PARTNERS AND FUNDING SOURCES TO MOVE BEYOND THE PILOT STAGE.

UM, I BELIEVE THAT WE CAN MEET THE HAKA NEED.

WE ARE, UH, THERE WAS AN INITIATIVE, THERE WAS A PILOT FROM AUSTIN PUBLIC HEALTH THAT RAN, UM, LAST YEAR AND THOSE PRODUCTS ARE DISTRIBUTED THROUGH COMMUNITY CENTERS, LIBRARIES, AND OTHER SUPPORT ORGANIZATIONS.

AND UNDERSTANDABLY BECAUSE THEY HAD, UH, AN EFFECTIVE MODEL UP AND RUNNING.

THEY'RE NOT PARTICULARLY INTERESTED IN RE-PURPOSING THOSE FUNDS THEY'RE INTERESTED IN RESERVING THEM FOR OUR RETURN TO NORMALCY.

SO THAT FUNDING SOURCE SEARCH IS STARTING A NEW, OKAY, WELL, I'D BE INTERESTED IN, IN, UH, UNDERSTANDING.

MAYBE YOU COULD SHARE IT BY OFFICE, UM, AND TO SEE IF WE CAN BE OF HELP TO YOU, UM, THAT, YOU KNOW, THE ORDER MAGNITUDE OR THE DOLLAR AMOUNT YOU'RE NEEDING FOR RESOURCES AND JUST CAUSE I, I WOULD BE THINKING OF, YOU KNOW, SOME POTENTIAL RESOURCES THAT COULD PERHAPS HELP YOU.
