CONVENE THE MEETING OF THE AUSTIN HOUSING FINANCE CORPORATION, UH, HERE ON THURSDAY, JANUARY 27TH, 2022.

UH, THE TIME IS 1146.

WE HAVE, UH, THE DIRECTORS ALL PRESENT, UH, WE'RE CONVENING SOLELY FOR THE PURPOSE OF TAKING A PUBLIC COMMENT.

AND I THINK WE HAVE ONE SPEAKER THAT'S SIGNED UP IS JOSEPH.

THANK YOU, MAYOR COUNCIL UMS. AND OVER YOUR JOSEPH.

MY COMMENTS ARE SPECIFICALLY RELATED TO ITEM NINE.

MY OPPOSITION TO A FEDERAL RUTLAND HAS BEEN CONSISTENT OF SPECIFICALLY.

THIS IS A SPARROW AT RUTLAND 1934 RUTLAND, AS YOU MAY RECALL, UH, YOU'VE NOT BEEN HONEST WITH THE PUBLIC WITH THIS PROPERTY SPECIFICALLY, I'M LOOKING AT THE MAY 3RD, 2021, UH, ITEM THAT WAS, UH, ACTUALLY IN KFC N AND IT ACTUALLY SHOWS 51 PERMANENT SUPPORTIVE HOUSING UNITS.

AND NOW IT'S 171 HIM THERE AREN'T THAT MANY HOUSING UNITS.

WHEN YOU GO, UH, SOUTH OF US, 180 3, I WANT YOU TO RECOGNIZE AS WELL THAT THERE WAS A CONFLATION OF THE DESCRIPTION FOR THE SUPPORTIVE HOUSING, UM, PROPERTY, UH, IN THE TEXAS DEPARTMENT OF HOUSING AND COMMUNITY AFFAIRS, UM, BOARD PACKET.

IT SAID SPECIFICALLY THAT THIS WOULD DEVELOP TWO APARTMENT COMMUNITIES THAT WILL BE DEEPLY AFFORDABLE AND INTENSELY SUPPORTIVE.

AND THEN IT MENTIONED THAT IT'S A HIGH OPPORTUNITY, HIGH QUALITY SUPPORTIVE LIVING, AND HIGH OPPORTUNITY CHANCE TO CONNECT IT.

THE TRUTH OF THE MATTER.

AND I'VE SAID IT BEFORE TO MANDY, THE MALE IS THAT IT'S A TWO 40 RUTLAND WAS UNILATERALLY ELIMINATED JUNE 3RD, 2018 FROM KATHLEEN MAPS.

AND SHE MENTIONED THAT THERE'S A WALK, UM, TO THE 8 0 3.

I JUST WANT TO REMIND YOU MIRROR ON JULY 9TH, 2021.

UM, OR MAYBE WHEN YOU ACTUALLY, UH, DID THE BUDGET OVER AT COMMUNITY FOR VILLAGE COUNCIL AND THE STAFF DID NOT WANT TO WALK 200 YARDS AND YOU HAD THE FLEET ACTUALLY DROPPED YOU OFF BECAUSE IT WAS RAINING THAT DAY.

AND SO PLEASE RECOGNIZE THAT TRANSIT DEPENDENT RIDERS DON'T WANT TO WALK JUST LIKE YOU DON'T WANT TO WALK.

AND SO I WILL JUST ASK YOU TO RECOGNIZE THAT THIS IS A CONCENTRATED POVERTY, AND IT DOES NOT ALIGN WITH THE EXECUTIVE ORDER BY PRESIDENT BIDEN, 1, 3, 9 AND FIVE, WHICH IS EQUITY, UM, EXECUTIVE ORDER.

AND IT ALSO DOESN'T ALIGN WITH THE FAIR HOUSING ACT OF 19 80, 68.

AND I WOULD JUST LASTLY, CALL TO YOUR ATTENTION THAT THERE WAS A FEDERAL REGISTER THAT ACTUALLY TALKS ABOUT MOVING, UH, LOW-INCOME RESIDENTS TO HIGH OPPORTUNITY AREAS.

AND SO TIME HAS EXPIRED.

I HAVE NUMBER SEVEN, ITEM NUMBER 11, AND ITEM NUMBER 10 IS, UH, WITHDRAWN.

AND THERE'S A WITHDRAWAL MEMO IN THE BACKUP.

YOU WANT TO TAKE US THROUGH THE CONSENT AGENDA? ABSOLUTELY.

UH, MANDY DUVAL, AUSTIN HOUSING FINANCE CORPORATION ITEMS ON TODAY'S AGENDA.

NUMBER ONE IS APPROVING THE MEETING MINUTES FROM DECEMBER 2ND AND NINTH OF 2021.

NUMBER TWO, UH, IS THE FIRST OF SEVERAL, UH, CONTRACTS 20 MONTH CONTRACTS WITH NONPROFIT ORGANIZATIONS IN THIS CASE, IT'S FOR NONPROFITS TO ADMINISTER OUR OWNER, UM, AND RENT HER ARCHITECTURAL BARRIER REMOVAL PROGRAM.

UM, FOR $1.695 MILLION.

NUMBER THREE IS ANOTHER 20 MONTH CONTRACT WITH SEVEN NONPROFITS TO ADMINISTER OUR GO REPAIR PROGRAM.

THAT'S IN THE AMOUNT OF $7 MILLION.

NUMBER FOUR IS A 20 MONTH ON TRACK WITH THREE CONTRACTORS TO ADMINISTER OUR REHABILITATION LOAN PROGRAM IN THE AMOUNT OF $2 MILLION.

NUMBER FIVE IS A 20 MONTH CONTRACT WITH SEVEN NONPROFIT ORGANIZATIONS WHO ADMINISTER THE PLUMBING PROGRAM.

AND THAT'S A $350,000.

NUMBER SIX IS ANOTHER 20 MONTH CONTRACT WITH SEVEN NONPROFIT ORGANIZATIONS

TO ADMINISTER THE P LAT PROGRAM OR A PRIVATE LATERAL PROGRAM AND AN AMOUNT NOT TO EXCEED $200,000.

UH, NUMBER SEVEN, AGAIN, HAS LAID BACK UP, AND THIS IS AUTHORIZING STAFF TO MOVE FORWARD WITH THE CREATION OF A NONPROFIT AGENCY SUBSIDIARY CALLED EIGHT H F C BUNGALOWS NONPROFIT CORPORATION.

AND THAT WILL, UM, UH, CREATE A SEPARATE NONPROFIT TO REHABILITATE DEVELOP, MANAGE AND OPERATE, UM, IN CONJUNCTION WITH INTEGRAL CARE.

THE FORMER TESTS, BUNGALOWS HOTEL AND SUITES.

NUMBER EIGHT IS A PAYMENT OF APPROXIMATELY $3.6 MILLION FROM MILESTONE COMMUNITY BUILDERS OR THE, UH, PRO HUD AGREEMENT OR 44, UH, AFFORDABLE RENTAL UNITS OF WHICH THOSE ARE AFFORDABLE TO 60% OR BELOW MEDIAN FAMILY INCOME, AN ADDITIONAL SIX UNITS AFFORDABLE TO 8% BELOW MEDIAN FAMILY INCOME.

NUMBER NINE IS AUTHORIZING STAFF TO MOVE FORWARD WITH THE EXECUTION OF AN AFFORDABLE HOUSING PROGRAM AGREEMENT THROUGH THE FEDERAL HOME LOAN PAY OR $750,000.

AND THIS IS FOR THE PROJECT KNOWN AS A SPARROW AT RUTLAND AT 1934 BUTLAND DRIVE.

NUMBER 10, AS YOU NOTED WAS WITHDRAWN.

NUMBER 11, WE HAVE LAID BACK UP, AND THIS IS ALSO AUTHORIZING STAFF TO MOVE FORWARD WITH THE CREATION OF A SEPARATE NONPROFIT ORGANIZATION KNOWN AS H H S C DOT TERRACE NONPROFIT ORGANIZATION.

AND THAT IS IN PARTNERSHIP WITH FOUNDATION COMMUNITIES AND WILL HELP TO DEVELOP REHABILITATE, MANAGING, OPERATE THE DEVELOPMENT, UM, FOR PEOPLE EXPERIENCING HOMELESSNESS.

I'M HAPPY TO ANSWER ANY QUESTIONS AND I OFFER THAT ALL ON CONSENT.

I KNOW THAT SEVERAL OF US PROBABLY RECEIVED SOME EMAIL CORRESPONDENCE ABOUT ONE OF THE ITEMS ON HERE AND WHETHER HOW HOME REPAIR PROGRAMS COULD BE, WHETHER THE FUNDS COULD BE USED FOR MOBILE HOMES AND OR MANUFACTURED HOMES.

AND SO WE HAD SOME CORRESPONDENCE WITH MANDY ABOUT THAT, AND THERE ARE SOME RESTRICTIONS THAT WERE, THAT ARE PLACED ON US BY SOME OF THOSE FUNDING SOURCES.

UM, BUT I JUST WANTED TO INDICATE TO OUR HOUSING STAFF THAT I'M VERY SUPPORTIVE OF, OF CONTINUING TO HAVE THE EXPLORATION THAT I BELIEVE MAY ALREADY BE IN PROGRESS OF HOW WE MIGHT BE ABLE TO USE THOSE FUNDS TO HELP TRANSITION SOME OF THOSE MOBILE HOMES TO MANUFACTURED HOMES, UM, TO ALLOW THOSE, THOSE RESIDENTS TO QUALIFY FOR THIS KIND OF FUNDING.

SO, THANKS, THANKS FOR THE WORK THAT YOU'VE ALREADY DONE ON THAT, AND CERTAINLY SUPPORT YOU CONTINUING THAT AND POTENTIALLY BRINGING TO US SOME POLICY CHANGES IF NEEDED TO MAKE THAT HAPPEN.
