UM, ALISON ALTER AND KITCHEN, AND THE MAYOR PRO TEM HARPER MADISON JOINING US TODAY IN ADDITION TO OUR TRANSPORTATION STAFF.

UM, WE DO NOT HAVE ANY SPEAKERS SIGNED UP FOR CITIZENS COMMUNICATION TODAY, AND I JUST WANTED TO DAYLIGHT FOR MY COLLEAGUES ITEM NUMBER TWO, THE UPDATE FROM ME, ASSISTANT CITY MANAGER, GINA FIE, AND DACA.

SO, UH, AGAIN, THANK YOU FOR THIS OPPORTUNITY.

I'M JOINED TODAY BY SEVERAL FOLKS.

UM, LEEANNE CONTI IS ON HERE, UH, AS HIS ASSISTANT CITY MANAGER, UH, GINA FIDANKA.

AND, UH, WE WANT TO PRESENT, UH, AN UPDATE ON OUR AUSTIN STRATEGIC MOBILITY PLAN.

YOU KNOW, IT WAS JUST A YEAR AGO ON APRIL 11TH, 2019, ACTUALLY TWO YEARS AGO, UH, THAT COUNCIL, UH, APPROVED, UH, OUR S AND P.

AND SO WE'RE VERY THANKFUL FOR THAT.

UH, WE'VE SEEN A LOT HAPPEN, INCLUDING A PANDEMIC AND, AND, UH, PRETTY MOMENTOUS, UH, INVESTMENT DECISION BY COUNCIL, UH, IN TERMS OF, UH, TRANSIT AS WELL AS OTHER MOBILITY, UM, IMPROVEMENTS IN TOWN.

AND SO WE JUST WANT TO TAKE A SECOND TO CELEBRATE IF WE CAN GO TO THE NEXT SLIDE, UH, TO CELEBRATE THAT TWO YEAR ANNIVERSARY, IF YOU WILL, UH, TO REALLY START THAT MESSAGE OFF, WE HAVE A VIDEO, UH, THAT INCLUDES A STATEMENT FROM OUR CITY MANAGER, SPENCER CRONK, AS WELL AS OUR ASSISTANT CITY MANAGER, UH, GINA FIDANKA THAT I'D LIKE TO PLAY FOR YOU.

AND THEN I'D LIKE TO COME BACK ON AND PRESENT SOME INFORMATION, FOLLOWING THAT, TO APPROVE THE S AND P ON SECOND AND THIRD READING ON APRIL 11TH, 2019, PLEASE RAISE YOUR HEAD.

AUSTIN CITY COUNCIL UNANIMOUSLY ADOPTED THE AUSTIN TRUST EGYPT MOBILITY PLAN, A ROADMAP TO GUIDE OUR CITY'S TRANSPORTATION DECISION-MAKING FOR THE NEXT 20 YEARS, THE ASM P ESTABLISHED AN AMBITIOUS 50 50 MODE SHARE GOAL TO HELP OUR COMMUNITY MANAGE CONGESTION.

AS WE CONTINUE TO GROW, THIS MEANS IN 2039 HALF OF AUSTINITES WILL GET TO WORK WITHOUT DRIVING ALONE IN A CAR.

THEY WILL MAKE THAT CHOICE TO TELEWORK WALK, BIKE CARPOOL, OR TAKE TRANSIT INSTEAD, ACHIEVING A BETTER MIX OF COMMUNITY AND CHOICES IS THE ONLY SUSTAINABLE WAY TO SUPPORT AUSTIN'S GROWTH.

WE WANT TO MAKE SURE THE CITY IS ABLE TO PROVIDE OUR RESIDENTS AND EVERYONE COMING HERE TO WORK OR PLAY FROM NEIGHBORING COMMUNITIES AS MANY OPTIONS AS POSSIBLE TO REDUCE THEIR IMPACT ON CONGESTION, TO SUPPORT OUR ENVIRONMENT AND TO ENJOY EVERYTHING THAT AUSTIN HAS TO OFFER IN THE TWO YEARS SINCE ITS ADOPTION CITY OF AUSTIN MOBILITY, OUTCOME DEPARTMENTS HAVE WASTED NO TIME SETTING THE ASM P INTO MOTION.

WE'RE IMPLEMENTING A NEW STREET IMPACT FEE PROGRAM TO HELP FUND ROADWAY CAPACITY PROJECTS.

AND WE'RE NEARING COMPLETION ON A COMPREHENSIVE UPDATE TO AUSTIN'S TRANSPORTATION CRITERIA MANUAL, WHICH WILL MODERNIZE OUR STREET DESIGN STANDARDS.

WE'RE ALSO IMPLEMENTING CRITICAL SAFETY MEASURES QUICKLY USING THE TOOLS WE ALREADY HAVE.

AUSTIN'S VISION ZERO PROGRAM IS INSTALLING EFFECTIVE LOW COST SAFETY IMPROVEMENTS ON 13 HIGH INJURY ROADWAY SECTIONS AND IMPLEMENTING SPEED LIMIT CHANGES AND TRAFFIC CALMING TREATMENTS THROUGH A RE-IMAGINED DATA DRIVEN SPEED MANAGEMENT PROGRAM.

AS THE CITY, WE'VE COMPLETED DOZENS OF SPOT IMPROVEMENTS TO ENHANCE THE SPEED AND RELIABILITY OF OUR EXISTING BUS SERVICE WHILE PARTNERING WITH CAPITAL METROS, TO MAKE SURE THAT WE CAN PLAN FOR AND IMPLEMENT PROJECT CONNECT.

NOT ONLY OUR EFFORTS TO BUILD OUT THE ROBUST ROADWAY NETWORKS ENVISIONED IN THE S AND P WELL UNDERWAY, BUT AUSTIN VOTERS ASKED US TO CONTINUE TO EXPAND OUR URBAN TRAIL BIKEWAY AND SIDEWALK NETWORKS BY APPROVING PROPOSITION B THE ACT OF TRANSPORTATION AND SAFETY BOND IN 2020, THE CITY OF AUSTIN IS COMMITTED TO TRANSPARENTLY

OUR VISION FOR OUR CITY'S TRANSPORTATION.

FUTURE IS AMBITIOUS, BUT WITH YOUR HELP, AUSTIN, WE'RE GETTING THERE TOGETHER.

UH, SO WHAT WE'D LIKE TO DO IS TALK ABOUT OUR PROGRESS ON THE MODE, SHARE GOAL SOME OF THE STRATEGIC MOBILITY PLAN OVERVIEW IN UPDATES ON TOP 10 STRATEGIES THAT WE'RE ACTIVELY, UH, DEPLOYING RIGHT NOW.

NEXT SLIDE, PLEASE.

ONE OF THE KEY PIECES OF OUR STRATEGY IS TO MOVE FROM WHAT WE CALL RIGHT NOW, A 26 CITY TO A 50% CITY, REALLY MOVING TO A MUCH MORE MULTIMODAL DIVERSE USE OF OUR TOOLS FOR TRAVELING WITHIN OUR COMMUNITY BY 2039.

ONE OF THE THINGS WE STRESSED WHEN WE DEVELOPED THIS, THIS CONCEPT IS THAT, YOU KNOW, THE, THE, THE SIZE OF THE PRIDE PIECE IS IN THE FUTURE IN 2039, REALLY, UH, ARE DON'T MATTER.

AS LONG AS WE'RE KEEPING OUR EYES ON GETTING 50% PEOPLE OUT OF THEIR PRIVATE VEHICLE, WHY IS THIS IMPORTANT? YOU KNOW, IT BECAME PRETTY EVIDENT PRETTY QUICKLY DURING THE DEVELOPMENT OF THE AUSTIN STRATEGIC MOBILITY PLAN.

THAT NO MATTER WHAT INVESTMENTS WE MAKE IN TRANSIT OR NEW ROADS OR COMPLETING ROADS, WE REALLY CANNOT KEEP UP WITH THE GROWTH DEMAND THAT OUR CITY AND OUR REGION IS SEEING.

AND THAT THE ONLY WAY FOR SUCCESS TO, TO KEEP SOME, UH, UM, LEVEL OF MOBILITY AND, AND REALLY SANITY FOR OUR COMMUNITY HERE IS TO REALLY GET PEOPLE, TO USE A MUCH WIDER VARIETY OF MODES TO GET AROUND.

AND SO REALLY THIS IS A REALLY UNIQUE, UM, WAY TO, TO GROW INTO THE FUTURE, BUT MAINTAIN MOBILITY.

ONE OF THE THINGS WE FOUND OUT, YOU KNOW, WE HAD A PANDEMIC OVER THE LAST TWO YEARS.

I KNOW I'M NOT TELLING ANYONE ANYTHING GO.

ONE OF THE THINGS WE FOUND OUT IS THAT PEOPLE WERE REALLY EXCITED ABOUT TELEWORKING, AND WE REALLY GOT A REAL BIG ADOPTION OF TELEWORKING.

AS YOU KNOW, MANY CITY DEPARTMENTS WENT FROM FULLY IN THE OFFICE AND NOT REALLY HAVE A TELEWORK PROGRAM TO COMPLETELY REMOTE WORKING.

AND WE'VE HEARD THAT SAME THING FROM OTHER COMPANIES, IN FACT, THAT DON'T EVER SEE THEM COMING BACK THEMSELVES, COMING BACK A HUNDRED PERCENT, UH, TO IN-OFFICE WORK OPPORTUNITIES.

UH, NOW THAT THAT PRESENTS SOME OPPORTUNITIES GOING FORWARD IN TERMS OF MEETING THIS MODE SPLIT, IT ALSO PRESENTS SOME CHALLENGES GOING FORWARD.

AND WE'LL TOUCH ON THAT WITH SOME OF THE OTHER DATA THAT WE LOOK AT HERE, RIGHT? IF YOU GO TO THE NEXT SLIDE, PLEASE.

SO ONE OF THE MAJOR OR PRIMARY , UH, STRATEGIC DIRECTION, 23 MEASURES IS THAT MODE SPLIT.

I JUST WANT TO POINT OUT, AND I'M SURE YOU ALL ARE AWARE OF THIS.

YOU KNOW, WE BASE OUR MODE SPLIT BASED ON THE AMERICAN COMMUNITY SURVEY FROM THE US CENSUS.

AND SO THAT DATA POINT WILL BE LAGGING.

UH, AND AS YOU CAN SEE HERE, THIS STILL SHOWS, UH, UH, 2019 DATA.

THAT'S THE MOST RECENT DATA THAT WE HAVE, AND IT SHOWS THAT 26% SORT OF THAT STARTING LINE POSITION, BUT THERE'S OTHER WAYS WE CAN MEASURE IT.

AND THIS IS JUST A CLIP OUT OF OUR, UH, ONLINE WEBSITE THAT WE WILL KEEP ACCURATE.

BUT YOU KNOW, THIS DOESN'T REALLY TELL THE WHOLE PICTURE.

WE COULD GO TO THE NEXT SLIDE, PLEASE.

UM, WE USE OTHER DATA POINTS TO INFER HOW WE'RE DOING IN A SENSE.

AND SO ONE OF THE POINTS THAT WE LOOKED AT IS, IS TRAVEL TIME.

HOW ARE WE DOING IN TERMS OF TRAVEL TIME? I THINK WHAT'S MOST IMPORTANT HERE IS TO TAKE A LOOK AT THE GREEN LINE.

THE GREEN LINE IS, UM, UH, PRE PANDEMIC.

AND AS YOU SEE, AS WE SEE THE OTHER LINES, WE ARE DOING MUCH BETTER THAN PRE PANDEMIC IN TERMS OF TRAVEL TIMES THAT CAN ONLY BE ACHIEVED IF THERE'S FEWER PEOPLE ON THE ROADS, FEWER VEHICLES ON THE ROADS.

UH, AND SO, YOU KNOW, MAYBE YOU HAVE EVEN EXPERIENCED THAT DURING PANDEMIC.

IT'S MUCH EASIER TO GET TO SOME OF THOSE LOCATIONS THAT WE'RE USED TO GETTING TO DURING THE SUMMER IN SHORT ORDER, UH, AND NOT BE CAUGHT IN TRAFFIC.

THAT'S WHAT WE'RE EXPERIENCING NOW, TRAFFIC, I WILL TELL YOU VOLUMES ARE COMING BACK AND I'LL SHOW YOU A SLIDE HERE IN THE NEXT SLIDE HERE.

UH, THEY'RE ALMOST BACK TO NORMAL.

UH, THEY'RE AT ABOUT 80% OF NORMAL VOLUMES, BUT THEY'RE STILL DOWN.

AND I THINK THAT HOLDS SOME PROMISE THAT WE'RE GOING TO BE ABLE TO HOLD SOME OF THESE TRENDS AS WE GO FORWARD.

UH, AND SO CLEARLY PEOPLE ARE TRAVELING LESS.

I THINK WHAT WE NEED TO FIGURE OUT IS CAN WE CONVINCE PEOPLE TO CONTINUE IN THESE TRAVEL PATTERNS, REDUCING THEIR OVERALL TRAVEL, UH, ON A DAILY BASIS OR A WEEKLY BASIS, UH, TO CONTINUE

TO ACHIEVE SOME OF THESE OUTCOMES.

NOW WE DON'T FULLY YET KNOW WHAT TRAVEL IS BEING REDUCED.

AND SO WE CLEARLY SEE SOME CHANGES IN PATTERNS, MAYBE EVEN YOU COUNCIL MEMBERS HAVE EXPERIENCED SOME OF THESE CHANGES IN PATTERNS.

YOU KNOW, THE DIRECTIONAL PEAKS SEEM DIFFERENT ON SOME ROADS THAN THEY USED TO BE.

UH, CERTAINLY THERE IS A HIGHER LEVEL OF ACTIVITY THROUGHOUT THE DAY, UH, THAT WE DIDN'T SEE PREVIOUSLY, WE SAW MUCH MORE PEAKING IF YOU WILL, UH, IN THE MORNING AND EVENING PEAKS.

UH, BUT NOW WE'RE SEEING MORE, UM, TRAVEL THROUGHOUT THE DAY, WHICH MAY MEAN THAT IT'S THE NEW ECONOMY THAT PEOPLE ARE TAKING ADVANTAGE OF DELIVERIES, ET CETERA, THAT ARE SORT OF KEEPING THAT VOLUME UP.

BUT YET OUR SYSTEM IS STILL ABLE TO BETTER HANDLE THAT, UH, THAN IT WAS PRE PANDEMIC.

IF YOU GO TO THE NEXT ONE, PLEASE, EXCELLENT.

THERE YOU GO.

OH, ONE OF THE AREAS, HOWEVER THAT WE SEE THAT, THAT, THAT WE'RE STILL DOWN FROM THE PANDEMIC IS IN TRANSIT.

UH, YOU KNOW, CLEARLY PEOPLE, UM, UH, CHOSE NOT TO USE TRANSIT BECAUSE OF FEAR, UH, OF THE PANDEMIC AND THE CORONA VIRUS.

UH, I'M CONVINCED WHEN I TALKED TO MY PEERS AND OTHER CITIES THAT THIS WILL RETURN THAT RIDERSHIP WILL CONTINUE TO RETURN.

UM, A LOT OF THE SLACK HERE WAS TAKEN UP BY, YOU KNOW, TRAVEL SLACK IS WHAT I MEANT, UH, IS TAKEN UP BY TELEWORKING AND WALKING AND BIKING.

AND WE WANT TO CONTINUE TO ENCOURAGE THOSE MODES OF TRAVEL.

CLEARLY, THERE'S A LOT MORE PEOPLE USING OUR STREETS AS PEDESTRIANS AND CYCLISTS.

WE SEE THOSE ANECDOTALLY.

UM, BUT WE, I THINK THE TRANSIT WILL RETURN AS, UH, THE ECONOMY CONTINUES TO OPEN UP.

AND SO I'M NOT YET CONCERNED ABOUT THIS.

I THINK THAT WE WILL BE, UH, COMMUNICATING OUT TO THE PUBLIC, UH, AS AGAIN, UH, MORE AND MORE PEOPLE BECOME VACCINATED AND THAT WE, UH, START TO OPEN UP THE ECONOMY TO ENCOURAGE PEOPLE TO, UM, USE TRANSIT AND CARPOOLING VANPOOLING MORE THAN THEIR PRIVATE AUTOMOBILE.

YOU KNOW, ANOTHER SIDE EFFECT IN A SENSE OF THE PANDEMIC IS, UM, MANY OF US, EVERYONE I TALKED TO SUDDENLY HAS MORE MONEY IN THEIR BANK ACCOUNTS BECAUSE THEY'RE NOT SPENDING IT.

AND ONE OF THE MAJOR EXPENSES WE KNOW THAT PEOPLE USE THEIR DISPOSABLE INCOME ON IS THAT PRIVATE VEHICLE.

AND SO AT THAT PRIVATE VEHICLE STAYING PARKED LONGER, THEY'RE USING LESS FUEL, THEY'RE DRIVING LESS.

UM, I KNOW I'VE GOTTEN REBATES ON MY INSURANCE.

UH, CAN WE CARRY THAT EXPERIENCE AND THAT, THAT, UH, BENEFIT OVER IN TO ENCOURAGING PEOPLE, TO USE TRANSIT, TO KEEP SAVING THOSE FUNDS BY NOT USING THEIR PRIVATE CAR, UH, WOULD BE ONE THING THAT WE'LL BE STRIVING TO DO OVER THE NEXT MONTHS.

AND AS I'VE BEEN SAYING, YOU KNOW, THERE'S BEEN HUGE GAINS IN TELEWORKING.

UH, AS YOU KNOW, WE PARTNER WITH MOVABILITY, THE REGIONAL TRANSPORTATION MANAGEMENT ASSOCIATION.

WE'RE ONE OF THE FOUNDING BOARD MEMBERS.

UH, WE WORK CLOSELY WITH THEM TO UNDERSTAND TRENDS AND COMMUTING PATTERNS, AND, UH, THEY'VE BEEN ABLE TO, UH, SURVEY, UH, THEIR EMPLOYER PARTICIPANTS AS WELL AS, UH, EMPLOYEES IN THE DOWNTOWN AUSTIN AREA.

AND ONE OF THE STARTLING THINGS IS THAT THEY FOUND THAT 86% OF THE EMPLOYEES THAT THEY, THEY ASKED, UH, HAVE REALLY WOULD LIKE TO CONTINUE WORKING REMOTELY, UM, BY AND FAR THE COMPANIES THAT I INTERACT WITH THROUGH THE MOVABILITY, UH, REPORT THAT NOT ONLY DID THEY NOT LOSE PRODUCTIVITY, THAT IN MANY CASES THEY'VE GAINED PRODUCTIVITY.

AND SO, UH, I THINK A LOT OF FOLKS ARE RETHINKING ABOUT HOW THEY MIGHT USE TELEWORKING INTO THE FUTURE.

UH, AND AS YOU CAN SEE HERE, UH, MOST OF THAT PIE THERE, WHICH IS A PIE CHART SHOWING INTEREST IN TELEWORKING, UH, LESS THAN A QUARTER OF FOLKS WANT TO RETURN FULL-TIME TO THEIR OFFICE.

NOW, I THINK THAT'S GONNA PLAY OUT INTERESTING HERE IN AUSTIN, BECAUSE AS YOU KNOW, WE'RE GROWING QUICKLY AND THERE'S COMPANIES THAT STILL WANT TO COME TO AUSTIN.

SO EVEN AS COMPANIES START TO MAYBE SHRINK THEIR FOOTPRINTS, WE MAY GET MORE COMPANIES MOVING HERE TO AUSTIN AND HOPEFULLY THERE'LL BE TELEWORKING AS WELL, BUT THAT EXACTLY IS THE PHENOMENON THAT WE WERE, UH, ALERTING FOLKS TO THE NEED TO MOVE TO A MORE MULTIMODAL APPROACH TO COMMUTING, UH, BECAUSE AS THAT GROWTH OCCURS, WE JUST WON'T BE ABLE TO KEEP UP WITH IT.

I THINK ROB DID A GREAT JOB TALKING ABOUT OUR MAJOR MOTIVATION FOR, UM, FOR THE PLANNING PROCESS AND OUR GOALS OF BEING A, A MULTI-MODAL 50 50 MODE CHAIR CITY.

UM, AND SO WE DID THAT IN, IN, UM, IN A COMPREHENSIVE VIEW OF OUR TRANSPORTATION NETWORK COVERING TOPICS, UM, FROM TRANSPORTATION SAFETY TO SUPPLYING AND OPERATING OUR SYSTEMS, UH, TO THE EFFECTS THAT THE WAYS THAT WE GET AROUND HAVE ON OUR HEALTH AND OUR ENVIRONMENT AND THE PLAN CONTAINED, UM, A NUMBER OF DIFFERENT ELEMENTS TO HELP US, UM, GET TO THAT GOAL.

SO WE HAVE 155 INDICATORS, UM, WHICH ARE SPECIFIC MEASURES OF OUR GOALS, WHICH WILL HELP US KNOW HOW WELL WE ARE ACHIEVING THEM.

UH, MANY OF THOSE ARE, UM, OVERLAPPING WITH OUR, UH, STRATEGIC DIRECTION, 20, 23 MEASURES.

AND SO WE'VE ALREADY STARTED, UM, UH, DOING THAT MEASUREMENT AND PUTTING THAT INFORMATION OUT THERE.

UM, AND THEN WE HAVE A STREET NETWORK TABLE AND MAP, WHICH IS OUR INVENTORY OF ALL OF OUR STREETS AND THEIR FUTURE CONDITIONS.

UM, AND THAT ALSO HELPS US, UM, IN OUR RIGHT OF WAY DEDICATION, UM, THROUGH THE DEVELOPMENT PROCESS.

SO LOTS OF DIFFERENT ELEMENTS OF THIS PLAN.

AND WHEN WE'RE TALKING ABOUT BEHAVIORS, UM, THOSE ARE WE'RE ALLUDING TO THOSE FATAL FOUR CONTRIBUTING, UM, BEHAVIORS THAT WE SEE LEADING TO THE MOST, UM, SERIOUS INJURY AND FATAL CRASHES IN AUSTIN FAILURE TO YIELD DISTRACTION, SPEEDING AND INTOXICATION.

UM, OUR VISION ZERO TEAM, UM, HAVE IDENTIFIED THOSE FOUR IMPROVEMENTS TO ENHANCE SAFETY FOR ALL OF OUR ROAD USERS.

YOU MAY HAVE SEEN SOME OF THE SIGNAGE THAT HAS GONE UP, UM, INDICATING THAT A CERTAIN ROADWAY IS A HIGH INJURY ROADWAY.

UM, WE HAVE ALSO DETERMINED A NEW STRATEGY FOR SETTING SPEED LIMITS, UH, AND SELECTED 14 TRAFFIC CALMING PROJECTS TO COMPLETE BY 2021.

AND IN TERMS OF OUR REGIONAL ROADWAYS, UH, ONE EXAMPLE IS THE CITY COLLABORATED WITH TXDOT, UM, ON PEDESTRIAN BARRIERS ON I 35.

AND WE ARE ACTIVELY PARTICIPATING IN THE REDESIGN OF , UM, TO HAVE A MORE HOLISTIC VIEW OF SAFETY FOR, UM, THAT REGIONAL ROADWAY THAT GOES RIGHT THROUGH OUR CITY.

UM, AND THEN WE HAVE ALSO REGULARLY RUN, UM, BILINGUAL AD CAMPAIGNS, FOCUSING ON RAISING AWARENESS OF THOSE FATAL FOR BEHAVIORS THAT LEAD TO SERIOUS INJURY AND FATAL CRASHES.

AND OFTEN I'D LIKE TO ADD LEANNE TO THAT, THAT THOSE PEDESTRIAN BEAR, UH, BARRICADES , THEY'RE ACTUALLY AN EXTENSION OF THE CENTER BARRIER, UH, NOT TO GO TOO FAR INTO IT, BUT THAT WAS AN INNOVATIVE USE OF A DEVICE THAT WAS ACTUALLY DESIGNED FOR SOMETHING ELSE.

UH, IT, IT HAS BEEN SO SUCCESSFUL THAT I UNDERSTAND FROM THE DISTRICT ENGINEER THAT THAT'S NOW BEING USED BY TEXTILE IN OTHER URBAN AREAS, AND IS QUICKLY BECOMING SORT OF A, UH, A QUICK AND EASY DESIGN STANDARD, UM, FOR USE ELSEWHERE.

UM, AND IN 2020, AS YOU'LL, AS YOU ALL KNOW, THE CITY OF AUSTIN VOTERS APPROVED 19 MILLION IN GENERAL OBLIGATION BONDS TO CONTINUE TO FUND THE TRANSIT ENHANCEMENT PROGRAM, WHICH IDENTIFIES AND WORKED WITH CAPITAL METRO TO MAKE THOSE OPERATIONAL IMPROVEMENTS.

AND ALSO IN 2020 VOTERS APPROVED THE INITIAL INVESTMENT PROJECT CONNECT, INCLUDING RAIL SERVICE, EXTENDED EXPANDED BUS SERVICE, PARKING RIDES, AND MORE NEXT SLIDE, UH, IS THIS NEXT TOP STRATEGY IS MANAGING CONGESTION BY MANAGING DEMAND.

WE'VE SEEN A LOT OF THAT DURING THE PANDEMIC.

I THINK, UH, AS ROB TALKED ABOUT, THIS IS REALLY, UM, SHOWN THE COMMUNITY.

WHAT HAPPENS WHEN MANY PEOPLE DON'T GET ON THE ROAD AND DRIVE FOR WORK AND WHAT EFFECT THAT HAS ON OUR CONFESSION.

UM, BUT IN, IN 2019, UH, THE CITY LAUNCHED GET THEIR ATX, WHICH IS A ONE-STOP SHOP FOR INFORMATION ABOUT OUR SUSTAINABLE TRANSPORTATION OPTIONS AVAILABLE IN THE CITY.

UH, AND IN 2020, THE SMART TRIPS OFTEN PROGRAM THAT WE COLLABORATE WITH CAPITAL METRO ON, UM, AND WHICH PROVIDES, UH, RESOURCES AND TRIP PLANNING, SUPPORT, UH, REACH, UH, EXPANDED ITS REACH CITYWIDE.

UM, AND AS AN EMPLOYER, I'M TALKING ABOUT FLEXIBILITY FOR, FOR STAFF, UH, TELEWORKING AS AN EMPLOYER, THE CITY HAS, IT IS INVESTING IN SOFTWARE TO ALLOW OUR EMPLOYEES MORE FLEXIBILITY, UM, TO TELEWORK AND THEN HOTEL AND OFFICE SPACES, UM, RATHER THAN HAVING A DESIGNATED SPACE, UH, THAT THEY MAY NOT BE AT EVERY DAY IN THE OFFICE.

UM, AND THOSE ARE, THAT'LL BE INITIALLY ROLLING OUT AT ATDS OFFICES WITH THE OPPORTUNITY TO EXPAND, UM, TO, TO THE REST OF THE CITY.

UM, AND PRIOR TO THE PANDEMIC, UM, TRANSPORTATION INVESTED IN A FLEET OF ELECTRIC BIKES FOR USE BY OUR STAFF TO MAKE, YOU KNOW, MID DAY TRIPS TO MEETINGS.

UM, AND THEN ONCE THE PANDEMIC HIT CREATED A PROGRAM TO LOAN OUT THOSE E-BIKES TO OTHER STAFFERS THAT MAY BE STILL NEEDED TO TRAVEL INTO THE OFFICE, UM, DURING THAT TIME, AND AS ROB MENTIONED, WE'RE CONTINUING TO WORK WITH MOVABILITY TO HELP LOCAL EMPLOYERS, UM, INCENTIVIZE CONTINUE TO INCENTIVIZE REMOTE WORK, UM, EVEN AFTER THE NEED FOR SOCIAL DISTANCING AND, UM, GOING TO THE NEXT SLIDE.

16, THE STRATEGY IS BUILDING OUR ACTIVE TRANSPORTATION ACCESS ACCESS FOR ALL AGES AND ABILITIES ON OUR BICYCLE SIDEWALK AND URBAN TRAIL SYSTEMS. UM, THESE, UH, PROGRAMS HAVE BEEN DOING A LOT TO IMPLEMENT, UM, THEIR PLANS THROUGH, UH, THEIR PROGRAMS THAT HAVE BEEN FUNDED BY THE 2016 AND 2018 BONDS, WHICH ALLOW THEM TO CONTINUE DELIVERING MILES OF NEW PROJECTS AND MAKING IMPROVEMENTS TO EXISTING INFRASTRUCTURE.

AND WE ARE ON TARGET TO REACH OUR ALL AGES AND ABILITIES, BICYCLE NETWORK GOAL TO COMPLETE, UH, 50% OF THE NETWORK BY THIS FALL.

AND IN 2020 AUSTIN VOTERS APPROVED PROPOSITION B, WHICH INCLUDES $220 MILLION DOLLARS IN GENERAL OBLIGATION BONDS TO FUND MORE SIDEWALK BIKEWAY AND URBAN TRAILS PROJECTS SO THAT, UM, THAT WILL CONTINUE TO, UH, DELIVER MORE AND MORE OF THOSE SYSTEMS. UH, SLIDE 17, PLEASE, WHERE, UH, THIS STRATEGY IS STRATEGICALLY ADDING ROADWAY CAPACITY TO IMPROVE TRAVEL EFFICIENCY IN 2019.

UH, THE CITY COMPLETED PRELIMINARY ENGINEERING REPORTS FOR NINE SUBSTANDARD STREETS AS PART OF THE 2016 BOND PROGRAM.

AND THEN IN THE 2020, UM, PROPOSITION B VOTERS APPROVED 53 MILLION TO FUND THOSE CAPITAL IMPROVEMENTS, UH, TO THOSE STREETS.

SO, UH, THAT WILL BE A WAY TO DELIVER THOSE, UM, THOSE IMPROVEMENTS THAT WERE IDENTIFIED IN A PREVIOUS PROGRAM.

AND ALSO THIS, UH, YEAR, THE CITY BEGAN CONSTRUCTION ON THE, OR LAST YEAR SPEAKING IN 2020S.

UM, THE CITY BEGAN CONSTRUCTION ON THE ANDERSON MILL ROAD PROJECT AND CONTINUES TO WORK WITH TXDOT ON OTHER REGIONAL MOBILITY PROJECTS, UM, TO ADDRESS CONGESTION AND SAFETY.

AND, UM, IN DECEMBER THIS PAST DECEMBER CITY COUNCIL ADOPTED OUR STREET IMPACT FEE PROGRAM ORDINANCES TO HELP THOUGHT A FUTURE ROADWAY CAPACITY, UH, PROJECTS NECESSITATED BY GROWTH AND NEW DEVELOPMENT.

UM, OVER THE LAST YEAR, MUCH OF THIS WORK HAS CENTERED ON OUR RESPONSE TO THE PANDEMIC, UM, AND WORKING WITH OUR PUBLIC HEALTH PARTNERS, THE CITY COLLABORATED WITH FORD MO MOBILITY AND GOOD APPLE ON A NINE MONTHS STAY HOME, STAY HEALTH, THREE HEALTHY GROSSI GROCERY DELIVERY PILOT PROGRAM TO DELIVER PRODUCE AND PANTRY ITEMS TO THOSE MOST VULNERABLE TO FOOD INSECURITY DURING THE PANDEMIC, UH, AND MOBILITY DEPARTMENTS JOINED THE CITY'S COVID 19 RESPONSE THROUGH THE EMERGENCY OPERATIONS CENTER ASSISTING IN, IN, IN TRAFFIC CONTROL AT TESTING AND VACCINE LOCATIONS, AND CONTINUING TO PROVIDE SUPPORT AT PPE DISTRIBUTION EVENTS.

UH, AS YOU ALL KNOW, THE HEALTHY STREETS INITIATIVE, UH, DESIGNATED SEVERAL STREETS IN AUSTIN FOR ACTIVITIES, UM, ACTIVE TRANSPORTATION WALKING LIKE ROLLING BICYCLING, UM, DURING THE PANDEMIC AND DATA FROM THIS PILOT PROGRAM WILL BE INTEGRATED INTO A, UM, OR SLOW OR SHARED STREETS, UM, PROP PROGRAM THAT WILL BE, UM, PART OF THE SIDEWALK, URBAN TRAILS AND BIKE PLAN UPDATES, WHICH ARE CURRENTLY UNDERWAY AS A, AS A PROJECT BETWEEN ATD AND PUBLIC WORKS.

AND STAFF ALSO SUPPORTED THE SHOP, THE BLOCK PROGRAM THAT COUNCIL INITIATED TO PROVIDE MORE OPPORTUNITIES FOR BUSINESSES TO HAVE, UH, MORE OUTDOOR SPACE FOR DINING DURING THE PANDEMIC.

UM, AN EQUITY TOOL IS CURRENTLY BEING CO-CREATED WITH COMMUNITY MEMBERS TO HELP GUIDE DECISIONS ABOUT HOW THOSE FUNDS ARE SPENT, UM, IN AREAS THAT ARE PRONE TO, TO DISPLACEMENT FROM CAPITAL INVESTMENTS.

UM, AND ATV ALSO TOOK ON A LARGER ROLE IN OUR DEVELOPMENT REVIEW PROCESSES AND FORMALIZED, UM, A, AN AGREEMENT WITH CAPITAL METRO, WHERE THEY ARE MORE INVOLVED IN, UM, DEVELOPMENT REVIEW WHEN A DEVELOPMENT APPLICATION COMES IN, THAT'S NEAR OR ON A STREET WITH CAPITAL METRO SERVICE TO MAKING SURE THAT IMPROVEMENTS ARE CONSIDERED AS POTENTIAL MITIGATION FOR THAT DEVELOPMENT IMPACT WHEN THEY COME IN RATHER THAN, THAN RETROACTIVELY.

UM, AND ALSO IN 2019 COUNCIL ADOPTED THE AFFORDABILITY AND LOCKED DEVELOPMENT BONUS PROGRAM, UM, WHERE DEVELOPERS CAN RECEIVE WAIVERS, UH, TO DEVELOPMENT REGULATIONS FOR PROVIDING LOW AND MODERATE INCOME HOUSING, UM, AND ADDITIONAL INCENTIVES ARE, UM, ARE PROVIDED WITH, FOR THOSE THAT ARE WITHIN A QUARTER MILE OF, UM, A QUARTER CERTIFIED TRANSIT.

AND NEXT SLIDE, THIS STRATEGY IS RIGHT-SIZING AND MANAGING PARKING SUPPLY TO MANAGE DEMAND, UH, LOTS OF, UM, ACTIVITY AND THE STRATEGY AS WELL.

ATD CONVERTED ALL OF OUR PARKING PAY STATIONS TO A PAY BY PLATE SYSTEM WHERE USERS ENTER THEIR, THEIR LICENSE PLATE NUMBER AT A KIOSK RATHER THAN RECEIVING A STICKER, AND THEN PUTTING THAT ON THEIR VEHICLE TO DISPLAY DURING THEIR PARKING SESSION.

UM, AND IF YOU DON'T EVEN WANT TO GO TO THE KIOSK ATD LAUNCHED, UH, PARK ATX APP IN 2019, WHICH IS, UM, AN APP THAT ALLOWS PEOPLE TO PAY FOR PARKING AND MANAGE THEIR SESSION REMOTELY.

UM, AND WE BECAME THE FIRST CITY IN 2020 TO ACTUALLY GIVE PEOPLE THE OPTION OF PAYING FOR PARKING DIRECTLY THROUGH, UH, GOOGLE MAPS.

WE'VE ALSO EXPANDED THE AFFORDABLE PARKING PROGRAM, UH, SINCE THE ADOPTION OF THE ASN P MORE THAN 20 GARAGES HAVE JOINED THE PROGRAM, WHICH, UH, PROVIDES MONTHLY PARKING PASSES, UM, THAT ARE MORE AFFORDABLE FOR SERVICE AND ENTERTAINMENT INDUSTRY EMPLOYEES WHO WORK A NICE DOWNTOWN AND WE'VE REVISED OUR PARKING TIME LIMITS TO A UNIFORM MAXIMUM AND LINKED, UH, THE TIME SPENT TO A NEW VARIABLE, UM, PARKING FEE STRUCTURE AND DO MORE AS THE NEXT SLIDE IS DEVELOPING SHARED MOBILITY OPTIONS WITH DATA AND EMERGING TECHNOLOGY.

UM, I WAS A CO-SPONSOR OF THIS ITEM BEING ON IN PART, BECAUSE WE WERE GOING TO TALK ABOUT THE TELE COMMUNITY AND STUFF, BUT, UM, I HAD A ITEM, UM, IT WAS THE RESOLUTION WHERE WE ESTABLISHED THE ESSENCE CIVILIAN CONSERVATION CORPS, WHERE WE ALSO CALLED ON THE CITY MANAGER TO UPDATE OUR TELEWORK POLICIES, UM, IN LIGHT OF LESSONS LEARNED FROM THE PANDEMIC.

AND AT THE TIME WE DID THAT, WE DID ANTICIPATE WE WOULD STILL BE UNDER THESE CONDITIONS A YEAR LATER FROM THERE.

UM, BUT I WOULD LIKE TO BETTER UNDERSTAND HOW THAT'S WORKING, UM, BECAUSE ONE THING WE DO CONTROL AS THE POLICIES THAT WE HAVE FOR OUR CITY.

WE HAVE BEEN A LEADER ON THAT AND A NUMBER OF THINGS LIKE ENERGY EFFICIENCY AND OTHER KINDS OF THINGS, UM, AND FOLKS DO LOOK TO US FOR OUR EXAMPLE, UM, MOVING FORWARD IN OUR EMPLOYEES, UM, WOULD BENEFIT FROM THOSE.

UH, TELEWORKING HAS BEEN VERY POPULAR AND WE ARE TRYING TO, UH, ENCOURAGE TELEWORKING, OBVIOUSLY NOT ALL EMPLOYEES CAN TELEWORK OR OUR FIELD CREWS, UH, CANNOT TELL THE WORK.

SO WE'RE TALKING ABOUT ONLY A PORTION OF OUR EMPLOYEES, BUT WE'VE INVESTED IN A PROGRAM, UH, THAT WILL ALLOW US TO, UM, RESERVE, UH, UH, WORKSPACE AT OUR WORKPLACES, UH, ON A PART-TIME BASIS, MEANING THAT IF I CAN HAVE MULTIPLE EMPLOYEES SHARING THE SAME CUBE OR OFFICE, UH, YOU OBVIOUSLY NEED SOME KIND OF SCHEDULING.

UH, THAT'S REQUIRED US TO, IN A SENSE, DIAL UP THE PROOF THAT PRIORITIZATION ON SOME OF OUR CORRIDORS.

UM, ONE OF THOSE INITIATIVES IS REALLY LOOKING AT DOING LAND USE AND TRANSIT ORIENTED DEVELOPMENT PLANNING, UM, ADJACENT TO THE CAPITAL METRO PROJECT CONNECT CORRIDORS.

UM, AND ONE ASPECT OF THAT PLANNING IS, UM, AN EXCITING, UM, ANNOUNCEMENT, PRESENTATION THAT SHINOLA HAS TO SHARE TODAY RELATED TO MONEY THAT WE HAVE RECEIVED COMPETITIVELY FROM THE FEDERAL TRANSIT ADMINISTRATION TO SUPPORT, UM, TRANSIT ORIENTED DEVELOPMENT PLANNING, AND SEVERAL OF THE QUARTERS OF THE PROJECT PLAN.

WE COMPETED IN, AS STEVIE MENTIONED, IT WAS A VERY COMPETITIVE FEDERAL 2D PLANNING GRANT.

AND 900,000 WAS THE HIGHEST AWARD.

UH, WE GOT THAT WITH, UH, TWO OTHER, UH, PUBLIC TRANSIT AGENCIES ACROSS UNITED STATES.

SO WE WERE VERY PROUD OF THAT.

AND OUR LOCAL SHARE FOR THAT IS $350,000.

SO OUR OVERALL BUDGET IS 12.0, SORRY, NOT 12 1.2, TWO, $5 MILLION.

IT'S A TRUE PARTNERSHIP THAT I FELT THAT WE ARE EMBARKING ON WITH CITY OF AUSTIN, AUSTIN TRANSIT PARTNERSHIP, UH, AUSTIN TRANSPORTATION DEPARTMENT, AND MOST IMPORTANTLY, HOUSING AND PLANNING AND EQUITY OFFICE.

WE'RE FOCUSING ON, YOU SEE THE CORRIDOR ON, ON THE RIGHT.

WE'RE FOCUSING ON A 12 MILE NORTH LAMAR WATERLOO AND RIVERSIDE CORRIDOR WITH 13 STATIONS AMONG BLUE AND ORANGE LINE, THE DOWNTOWN STATIONS, PLEASE KNOW THAT THEY'RE NOT INCLUDED AND THEY'RE NOT INCLUDED FOR VERY SPECIFIC REASONS.

THEY'RE THERE, THEY'RE NOT INCLUDED.

SO WE'RE MOST COMPETITIVE, UM, IN FEDERAL GRANTS PROCESS.

AND WE WANTED TO MAKE SURE WE PUT, UM, CONCENTRATED RESOURCES ON THE STATION AREAS THAT HA CLO TO USE ADDITIONAL ANALYSIS AND A BETTER PATH FORWARD DOWNTOWN STATIONS HAVE THEIR OWN ITS DOWNTOWN MARKET FORCES ARE DIFFERENT.

AND CITY OF BOSTON HAS DONE SIGNIFICANT WORK ALREADY ON THE TOD COMPONENT THAT WE COULD BUILD OFF OF THAT.

SO OUR IDEA WAS TO NOT DUPLICATE, BUT BUILD OFF OF THAT.

WE'RE EMPHASIZING ON DEFINING ETO OPPORTUNITIES THROUGH AN EQUITY FRAMEWORK, BOTH IN OUR, WITH MEANINGFUL PUBLIC ENGAGEMENT AND ALSO HOW WE FRAME THE STUDY AND THE PROCESSES, GOALS AND OBJECTIVES, ESPECIALLY KEEPING IN MIND COMMUNITIES THAT ARE HIGHER RISK FOR DISPLACEMENT.

AND THIS IS ABSOLUTELY CONSISTENT WITH A $300 MILLION DISPLACEMENT FUNDING THAT'S BEEN SET ASIDE, UM, AND AS PART OF PROPERTY, NEXT SLIDE PLEASE.

SO HERE'S A SNAPSHOT ON ETO PROCESS AND PLANNING AND POLICY OUTCOMES.

THE ENGAGEMENT AND ANALYSIS PROCESS WOULD IT'S.

I WANTED TO GIVE THE HIGHLIGHTS ON THE LEFT FOR THAT AND THE PLANNING AND POLICY OUTCOMES ON THE RIGHT, THE PUBLIC ENGAGEMENT STRATEGY.

OUR BACKGROUND WORK FOR THE PAST THREE MONTHS, SINCE WE WERE AWARDED THE GRANT TO WORK WITH OUR CITY PARTNERS, TO UNDERSTAND BEING CONDUCTED, TO UNDERSTAND THE COMMUNITY, UM, FEELINGS AROUND THIS STATION LOCATIONS, WORK THAT'S ALREADY BEEN CONDUCTED AND CREATE A BASELINE FOR PUBLIC ENGAGEMENT, NOT JUST ON WHAT EXISTS ON THE STATION AREA, UH, LOCATIONS, PHYSICALLY, OUR CURRENT CONDITIONS, UM, THAT'S OUR EXISTING CONDITIONS.

UM, THAT IS ONE OF OUR KEY COMPONENT.

IT'S ALSO GOING TO LEAD TO ONE OF THE DELIVERABLE.

THAT'S THE POLICY TOOLKIT, THE CAPITALIST STATION SELECTION.

THIS IS ENTIRELY DONE IN HOUSE TO SYNTHESIZE ALL THE WORK THAT'S ALREADY BEEN DONE.

CITY OF BOSTON HAS DONE VERY GOOD WORK TOWARDS THAT.

AND WE WANTED TO MAKE SURE THAT WE FOLD THAT IN AND PROVIDE THAT AS WE ARE, UM, GETTING READY TO ENGAGE A CONSULTANT IN THIS PROCESS, PLANNING AND POLICY OUTCOMES.

SO MOST OF YOU ARE FAMILIAR WITH NEPA PROCESS.

IT'S THE NATIONAL ENVIRONMENTAL POLICY ACT BASED ENVIRONMENTAL REVIEW FOR LARGE INFRASTRUCTURE, NEW AND EXPANSION OF PROJECTS.

IT IS THE MARKER THAT NEEDS TO BE ACHIEVED.

AND WITH EIS, THAT IS A RECORD OF DECISION THAT ALLOWS A PROJECT TO GET INTO PROJECT DEVELOPMENT PROCESS.

UM, AND, AND THROUGH THAT PROCESS, A LARGE PRODUCT LIKE ORANGE AND BLUE LINE WOULD BE QUALIFIED TO BE IN CAPITAL INVESTMENT GRANT OPPORTUNITY, WHICH IS NEW STARK'S PROCESS FOR BOTH ORANGE AND BLUE LINE AND THIS ETO STUDY.

SO I JUST WANT TO PROVIDE THAT ASSURANCE.

UH, THANK YOU, CHAIR VICE-CHAIR AND COUNCIL MEMBERS FOR PROVIDING US THE OPPORTUNITY TO PRESENT THE UPDATES ON THE TRANSPORTATION CRITERIA MANUAL UPDATING PROCESS, I'M OPEL BARUA AND THE ACTING ASSISTANT DIRECTOR IN AUSTIN TRANSPORTATION DEPARTMENT.

UH, AS YOU KNOW, LIKE WE HAVE BEEN WORKING ON THE TRANSPORTATION PRETORIA MANUAL UPDATING PROCESS FOR THE PAST COUPLE OF YEARS, AND WE HAVE COME A LONG WAY WITH YOUR SUPPORT AND LEADERSHIP IN THAT PROCESS.

AND, UM, WE HAVE CONTRACTED THE PUBLIC EVENTS, HAVE GOTTEN A LOT OF FEEDBACK FROM THE COMMUNITIES AND WE'RE ACTIVELY WORKING WITH THE OTHER CITY DEPARTMENTS AS WELL.

AND NOW DANIELLE MORIN, WHO IS MY COLLEAGUE, UH, SHE, SHE'S A PROJECT MANAGER OF THIS PROJECT AND SHE'S GOING TO WALK US THROUGH THE DETAILED STEP AND, UH, WHAT ARE THE NEXT STEPS IN THAT PROCESS FOR US? I AGREE, THANKS FOR HAVING US.

UM, SO AS PEOPLE MENTIONED, MY NAME IS DANIELLE MOREN.

UM, I'M A PROJECT COORDINATOR HERE WITH THE AUSTIN TRANSPORTATION DEPARTMENT.

UM, AND I'M GOING TO GIVE YOU A BRIEF OVERVIEW ON THE TCM PROJECT.

UM, WE'RE ALSO JOINED WITH OUR CONSULTANTS AT KIMLEY-HORN, UM, IN CASE THERE WERE ANY TECHNICAL QUESTIONS AT THE END OF THE PRESENTATION.

UH, SO NEXT SLIDE PLEASE.

UH, SO TO START OFF, UM, I ALWAYS LIKE TO HIGHLIGHT THAT OUR CURRENT TCM WAS ESTABLISHED IN THE 1980S.

UM, OBVIOUSLY A WHOLE LOT HAS CHANGED SINCE THEN, UM, WHICH HAS NECESSITATED AN UPDATE TO, UH, THIS VERY TECHNICAL DOCUMENT.

UH, THE TCM IS A CRITERIA MANUAL THAT IS USED, UM, DURING THE DEVELOPMENT REVIEW PROCESS.

UM, SO THE LAND DEVELOPMENT CODE IS A CODE THAT TRIGGERS A TRANSPORTATION MITIGATION AND THE TCM, UH, HOLDS THE ACTUAL DESIGN ELEMENTS THAT ARE REQUIRED DURING THAT PROCESS.

UH, NEXT SLIDE, PLEASE.

THE TIMELINE ON THE PROJECT, UM, OVERALL, THE TCM HAS BEEN REALLY IN DEVELOPMENT FOR OVER TWO YEARS, UM, AND ACTUALLY BEGAN WITH, UH, WHEN WE FIRST ROLLED OUT OUR AUSTIN STREET DESIGN GUIDE, UH, THAT GUIDE HELPED US FINE TUNE SOME OF THE TECHNICAL ASPECTS OF THIS MANUAL.

UM, IN 2019, THE CITY ADOPTED THE SMP, WHICH INCLUDES MOBILITY GOALS THAT WE'VE INCORPORATED INTO THIS UPDATE.

UH, WE SPENT A LOT OF TIME DRAFTING, UM, GOING BACK AND FORTH WITH DIFFERENT CITY DEPARTMENTS, UH, DURING THE TWO YEAR PERIOD TO COME TO THE DRAFT DOCUMENT THAT WE HAVE TODAY, UH, IN NOVEMBER, UH, STAFF PUBLISHED A SPEAK-UP OAKTON WEBSITE, WHICH ALLOWED FOR AN INFORMAL PUBLIC REVIEW PERIOD.

UM, AND THAT WAS REALLY IN AN EFFORT TO ENSURE THAT THE PUBLIC WAS ABLE TO REVIEW THIS DOCUMENT.

AND WE HEARD WHAT WAS IMPORTANT FROM THE PUBLIC AS WELL AS THE DEVELOPMENT COMMUNITY.

UM, SO CURRENTLY WE ARE, UH, WE POSTED ON FEBRUARY 2ND FOR THE FORMAL ROLE POSTING PROCESS, SO THAT KICKED OFF OUR INTERDEPARTMENTAL REVIEW.

UM, WHAT THAT IS IS WE, UH, REVIEWED THIS DOCUMENT ALONGSIDE ALL CITY DEPARTMENTS, UM, IN ORDER TO GET THEIR SIGN OFF, TO MOVE FORWARD THROUGH THE ROLE'S POSTING PROCESS.

UH, WE'RE STILL IN THAT PROCESS, WE'VE GOT, UM, A COUPLE ISSUES TO WORK THROUGH WITH SOME CITY DEPARTMENTS ONCE WE COMPLETE THAT, UM, WE'LL THEN BE ABLE TO POST FOR THE FORMAL PUBLIC REVIEW PERIOD.

SO THAT'S A, A 31 DAY PUBLIC REVIEW PERIOD DURING WHICH TIME THE PUBLIC WILL BE ABLE TO SUBMIT COMMENTS TO STAFF, UM, WHICH WILL THEN BRING US FORWARD THROUGH, UH, THE ROLES ADOPTION PROCESS.

SO TO RECAP, WE POSTED OUR DRAFT DOCUMENT, UM, FOR THAT INFORMAL PUBLIC REVIEW OPPORTUNITY THIS PAST NOVEMBER, UH, WE ENDED UP RECEIVING OVER 1200 COMMENTS FROM THE PUBLIC, WHICH WAS GREAT.

UH, WE USE THAT, UH, WE USE THOSE COMMENTS IN THE MONTH OF JANUARY TO THEN REFINE OUR DRAFT BEFORE WE, UH, PROVIDED ANOTHER DRAFT FOR THE INTERDEPARTMENTAL REVIEW PERIOD.

UM, DURING THE PUBLIC REVIEW PERIOD, UM, WE FOUND FIVE MAJOR THEMES, WHICH I CAN GO OVER QUICKLY IN THE NEXT SLIDE.

SO SECTION TWO OF THE TCM, UH, WE DONE A LOT OF COMMENTS RELATED TO SIDEWALK AND BIKE ZONE PLACEMENTS.

UM, SO WE HAVE ADDED AN ALTERNATIVE CONFIGURATION, WHICH WILL ALLOW FOR THE FLEXIBILITY TO FLIP THESE ZONES, UH, IN CONSTRAINT CONDITIONS.

UM, I WILL POINT OUT THE CURRENT TCM.

IT'S REALLY DIFFICULT TO, UM, PROVIDE ANY SORT OF FLEXIBILITY DURING THE DEVELOPMENT REVIEW PROCESS WITHOUT GOING THROUGH LOTS OF WAIVERS.

SO THAT'S A GREAT BIG IMPROVEMENT IN THIS DOCUMENT.

UM, WE RECEIVED COMMENTS RELATED TO SOIL REQUIREMENTS FOR FRUIT TREES.

SO WE'VE ADDED ADDITIONAL, UM, DETAILED TO REFLECT APPROPRIATE SOIL VOLUMES RELATED TO FRUIT TREE HEALTH, UM, SECTION SECTION THREE AND FIVE INCLUDED CONCERNS RELATED TO THE SMOOTHNESS

AND DESIGN OF BIKE FACILITIES.

WE PROVIDED UPDATED CRITERIA.

UM, IN THAT SECTION, UH, SECTION STICKS, WE HAD A LOT OF, UH, COMMENTS RELATED TO FUTURE RAIL, UH, TRAN RAIL INFRASTRUCTURE.

WE'VE ADDED SOME PLACEHOLDER LANGUAGE.

WHAT'S ONE FOR THAT.

UM, ANY ENGINEERING DESIGN CRITERIA THAT COMES FROM PROP AA WILL SUPERSEDE, UH, THE TCM DESIGN REQUIREMENT.

UM, SECTION NINE, WE GOT A LOT OF COMMENTS RELATED TO STRUCTURED PARKING, UM, ESPECIALLY IN THE DOWNTOWN AREA.

SO WE'VE RESPONDED TO THOSE COMMENTS BY INCLUDING A SEPARATE DESIGN CRITERIA, UH, FOR PART STRUCTURED PARKING AS WELL AS EXEMPT EXEMPTION FOR THOSE, UM, STRUCTURES.

AND THEN LASTLY, UH, WE DID, WE GOT A LOT OF FEEDBACK RELATED TO THE THREE IMPACT FEES.

UM, WHEN WE POSTED OR INFORMAL PUBLIC REVIEW STREET IMPACTS VIEWS WERE NOT YET ADOPTED.

SO WE HAVE, UH, GONE BACK AND ADDED, UM, LANGUAGE IN THERE, WHICH OUTLINED HOW FREEDOM PACK FEES, UH, KIND OF FIT INTO THE DEVELOPMENT REVIEW PROCESS.

BUT LIKE I MENTIONED, WE'RE STILL, UM, IN OUR INTER DEPARTMENTAL REVIEW PHASE, HOWEVER, UM, MOST OF THE COMMENTS WE'VE WORKED THROUGH, SO I WANTED TO HIGHLIGHT, UM, SOME OF THE MAJOR COMMENTS DURING THAT PHASE.

UM, LET'S SEE, SECTION ONE, WE ACTUALLY WORKED WITH DSD TO PROVIDE, UM, A WAIVER SECTION, WHICH WILL PROVIDE USERS, UH, BETTER INSTRUCTIONS ON HOW AND WHEN TO APPLY FOR WAIVERS.

UM, AND THE CRITERIA THAT STAFF WILL USE WHEN REVIEWING THOSE WAIVER REQUESTS.

UM, SECTION TWO, UH, LANGUAGE HAS BEEN ADDED TO CLARIFY THAT ANY DESIGN CRITERIA RELATED TO THE CORRIDOR PROGRAM WILL SUPERSEDE DESIGN CRITERIA AND THE TCM.

UH, WE ALSO WORKED CLOSELY AND COLLABORATIVELY WITH DSD AND AUSTIN ENERGY, UM, TO CRAFT UPDATED CRITERIA RELATED TO THREE TREES.

UM, SO WE NOW WILL HAVE AN ALTERNATIVE BACK OF CURB OPTIONS, UM, TO ALLOW FOR MORE OPPORTUNITIES TO PLANT STREET TREES WHEN AS UTILITIES, UM, MAYBE IN CONFLICT, UH, WE'VE ALSO WORKED UPDATE STREET LEVELS, ONE AND TWO CROSS SECTIONS, UH, WITH ASSISTANCE FROM PUBLIC WORKS.

UM, AND WE'VE ADDED RACE BICYCLE LANES AS THE STANDARDS FOR STREET STREET LEVELS, TWO THROUGH FOUR, A SECTION THREE HAS BEEN UPDATED TO INCLUDE A NEW BIKE FIGURES, WHICH WILL BETTER REFLECT ACTUAL DESIGN SPEED.

UH, SECTION THREE WILL INCLUDE LANGUAGE WOULD CLARIFY AS TO ANY DESIGN CRITERIA RELATED TO PROJECT CONNECTS WILL SUPERSEDE, UH, DESIGN CRITERIA.

AND THE TCM SECTION SEVEN HAS BEEN ADDED EDITED TO REFLECT, UM, BETTER SAFETY AND INCLUDE SMALLER CORNER CORNER RADIO AND EXISTS IN THE CURRENT QCM TODAY.

UM, AND WE ALSO, UM, INCLUDED LEFT TURN RESEARCH IN FROM LOTS WHICH ACCESS MULTILINE STREETS WITH A SPEED OF 35 MILE PER HOUR OR GREATER.

AND THEN LASTLY, AGAIN, JUST LIKE THE PAST SLIDE, WE GOT LOTS OF COMMENTS ON THE STREET IMPACT FEE.

SO WE'VE CLARIFIED THAT LANGUAGE TO BETTER REFLECT HOW THAT FITS IN THE DEVELOPMENT REVIEW PROCESS.

SO OUR NEXT STEPS, UM, WE, LIKE I MENTIONED, WE ARE CONTINUING OUR INTER DEPARTMENTAL REVIEW DISCUSSIONS WITH A COUPLE OF CITY DEPARTMENTS.

UM, ONCE WE COMPLETE THAT PHASE, UH, WE'LL BE ABLE TO SUBMIT OR GO BACK AND MAKE OUR FINAL EDITS AND THEN SUBMIT FOR THE FORMAL 31 DAY PUBLIC REVIEW PERIOD.

UM, AFTER THAT REVIEW PERIOD STAFF WILL BE ABLE TO REVIEW THE PUBLIC COMMENTS THAT WE'VE RECEIVED.

UM, WE'LL BE ABLE TO MAKE ANY FINAL EDITS BEFORE WE SUBMIT OUR FINAL DRAFT CCM DOCUMENTS WITH CITY MANAGER FOR REVIEW AND ADOPTION, HOPEFULLY, UM, EARLY THIS SUMMER.

I AM THE CHAIR OF THE STATE BOSTON URBAN TRANSPORTATION COMMISSION.

I'M HERE TO TELL YOU A BIT ABOUT OUR LAST MEETING.

WE HAD, UM, ANOTHER RECOMMENDATION AROUND THE EITHER IN FIVE CAPITAL EXPRESS, A SCOPING THAT'S.

THIS IS ROUND TWO.

THIS DOCUMENT IS AVAILABLE ON THE WEBSITE.

UM, I IT'S TO HIT A COUPLE OF KEY POINTS, UM, AT URBAN TRANSPORTATION COMMISSION, WE SEEMED PRETTY DISAPPOINTED IN THE AMOUNT OF COLLABORATION.

UH, SOME, I DIDN'T SAY FULL ELABORATION THAT HAS HAPPENED BETWEEN TEXTILE AND THE CITY OF AUSTIN.

WE KNOW THAT THE CITY HAS PROPOSED A, UM, QUITE A SET OF MEANINGFUL COMMENTS.

IT'S HARD TO SEE HOW THOSE COMMENTS HAVE BEEN REFLECTED IN TEXTILES RESPONSE IN PARTICULAR, IN OUR PROPOSAL OR A RECOMMENDATION.

WE, UM, ASKED THE TEXTILE, ADOPT THE REVISED STATEMENT OF PURPOSE AND NEED THERE'S PROPOSALS BY CITY OF AUSTIN TRANSPORTATION DEPARTMENT, AND SUBMITTED BY AN ASSISTANT CITY MANAGER.

AT THE END OF LAST YEAR, WE ASKED THAT THEY, UM, LOOK AT THE PASSAGE OF PROJECT CONNECT IN THE TAX DISTRICT AND THE ACTIVE TRANSPORTATION BOND AND SEE IF THOSE CAN BE INCLUDED IN A MORE MEANINGFUL WAY.

UM, WE ALSO, AND THIS IS WHAT I THINK IS IMPORTANT.

THERE ARE LOTS OF THINKERS IN THE CITY WHO HAVE AS MUCH SKILL AND AS MUCH KNOWLEDGE AS THE PEOPLE AT TEXTILE.

AND THEY PUT IN THE EFFORT TO COME UP WITH A LEGITIMATE PROPOSALS.

AND IT SEEMS THAT THERE WAS NEVER ANY MENTION OF THOSE WITH TEXTS THAT A RESPONSE.

SO THINGS LIKE THE RETHINK 35 AND THE URBAN LAND INSTITUTE AND THE RECONNECT AUSTIN, UH, PROPOSALS, WHICH ARE PART OF THE PUBLIC ENGAGEMENT PROCESS AND HAVE BEEN COMMON WITH ON QUITE EXTENSIVELY, JUST APPEAR TO DISAPPEAR WHEN IT COMES BACK FROM TEXTILE.

SO OUR RECOMMENDATION WAS THE TEXTILE AND THE CITY OF AUSTIN WORK TO, UM, ENSURE THAT THAT COLLABORATION IS COLLABORATIVE AND THAT THERE IS SOME RECOGNITION OF THE EFFORT THAT GOES IN FROM CAMPO AND TEXTILE.

I MEAN, CAMPO AND SAVE AUSTIN AND AUSTIN TRANSPORTATION DEPARTMENT, AS WELL AS CITIZENS.

AND IN THIS PROCESS OVERALL, LAST THING I'LL SAY IS WE, UM, ACKNOWLEDGED HOW HARRIS COUNTY COMMISSIONER'S COURT HAS DECIDED TO PURSUE OTHER AVENUES TO TRY AND STOP A SIMILAR EXPANSION OF OUR CORE DEPARTMENT HARRIS COUNTY.

WE KNOW WE'RE NOT THAT FAR ALONG YET, BUT IT DID GIVE US, UM, GOING TO FEELINGS THAT THERE ALREADY SOME POSSIBLE ROUTES TO ENSURE COLLABORATION MEANS COLLABORATION.

AND WITH THAT, THAT'S A VERY QUICK SUMMARY.

AND THEN THE QUESTIONS OR DISCUSSIONS ABOUT HOW ARE WE TALKED ABOUT IT.

UH, BUT, UM, BUT I SHARE YOUR CONCERNS ABOUT THE, WHAT APPEARS TO BE LACK OF, WELL, CERTAINLY LIFE, A LEVEL OF RESPONSIBILITY, RESPONSIVENESS THAT WE WOULD PREFER.

SO, UM, SO I HEAR THAT I'M NOT SURE WHAT OUR NEXT STEPS ARE.

UH, WE NEED TO CIRCLE BACK AROUND, I THINK TO OUR STAFF, AS WELL AS THE TECHSTAR TO SEE WHAT OUR OPTIONS ARE, BUT THIS IS AS YOU, AS YOU POINTED OUT, THIS IS EARLY ON IN THE PRO IN THE, UH, PROJECT, WHICH MEANS THIS IS THE TIME THAT WE NEED TO BE VERY LOUD AND CLEAR WITH TXDOT, THAT WE WANT TO SEE SOME

UM, ABSOLUTELY APPRECIATE YOUR, UM, CONTINUED TO MR. CHAMPION ABOUT THIS PARTICULAR ISSUE, BECAUSE IT'S VERY MUCH AT THE FOREFRONT OF MANY PEOPLE'S MINDS AND WE DO NEED TO BE DOING EVERYTHING WE CAN POINT TO ENSURE THAT AS, AS THE PROJECT PROCEEDS THAT IT'S, IT'S DONE.

SO IN A WAY THAT IS A BENEFIT TO OUR COMMUNITY AND NOT, UM, DEGRADATION OF OUR COMMUNITY IN OUR DISCUSSION, IF I CAN JUST ADD A LITTLE BIT, THERE IS A MANEUVER BY THE HARRIS COUNTY, AND AGAIN, WE'RE MAYBE A LITTLE TOO EARLY, BUT IT'S A MANEUVER SEEMS TO HOLD WAY, WHICH IS THAT, UM, THE REPRESENTATION ON THE CAMP OF BODY, UM, DOES NOT REFLECT THE IMPACT OF THE PEOPLE.

SO SORT OF, IF YOU COULD SORT OF IMAGINE IN LIKE A SENATE KIND OF WAY, LIKE THE NUMBER OF PEOPLE IN CALIFORNIA, NUMBER SENATORS VERSUS OTHERWISE AS THE NUMBER OF PEOPLE REPRESENTED IN THE CAPITOL EQUIVALENT AROUND HARRIS COUNTY.

UM, AND THAT SEEMS TO HAVE GAINED SOME TRACTION A BIT.

I MEAN, WE'RE PROBABLY A STATUTORY EARLY FOR THAT, BUT, UM, WE WOULD JUST LIKE TO MAKE SURE PEOPLE WERE AWARE THAT THERE ARE SOME OPTIONS, UM, TO, TO LONG ROAD.

SO I COMPLETELY AGREE WITH YOU.

I WANT TXDOT TO ACKNOWLEDGE THE COMMUNITY OPTION THAT'S BEEN PUT FORWARD.

UM, I KNOW ON CAMPO THERE WAS DISCUSSION ABOUT WHETHER IS BENEFITING THE RESIDENTS OF AUSTIN OR PEOPLE TRAVELING THROUGH AUSTIN AND NOT NECESSARILY STOPPING.

AND I HAVE ALSO SEEN, UM, SOME COMMENTS MADE IN JEST ABOUT IF YOU LIVE IN AUSTIN, YOU DO EVERYTHING YOU CAN TO AVOID GETTING ON BECAUSE YOU'RE JUST GOING TO BE SITTING IN TRAFFIC ANYWAY, YOU MIGHT AS WELL TRY TO FIND ANOTHER ROUTE.

OUR LAST AND FINAL ITEM WILL BE AN UPDATE FROM CITY MANAGER, GINA AT THE END DACA ABOUT THE MOBILITY'S STRATEGIC OUTCOMES.

UM, WELCOME COUNCIL MEMBERS WITH MY REPORT HAS BEEN PROVIDED FOR, UM, FOR YOUR REVIEW.

AND I'M HERE TO ANSWER ANY QUESTIONS YOU'VE HEARD, BUT IT CERTAINLY HAS BEEN A BUSY MONTH FOR THE MOBILITY OUTCOME.

UM, UH, WE'VE UH, SORT OF HIGHLIGHTED IN THE REPORT, UM, THE, UH, SORT OF, UH, THE EXPANSION OF THE SOUTH TERMINAL AT THE AIRPORT, WHICH WAS CERTAINLY A HIGHLIGHT FOR US AND THIS $75 MILLION INVESTMENT IS THE LARGEST INVESTMENT IN OUR SOUTH TERMINAL TO DATE.

AND THAT SORT OF SPEAKS TO THE RESILIENCY OF THE AVIATION INDUSTRY HERE IN AUSTIN AND HOW STRONG OUR, OUR AIRPORT, UM, IS, AND, AND EMERGING FROM THE PANDEMIC.

UM, LAST WEEK WE DID HIGHLIGHT IN OUR LETTER TO TXDOT AND AS YOU JUST HEARD THE IMPORTANCE OF COMMUNITY VOICES AS WE APPROACHED EITHER 85, UM, AND YOU KNOW, I, I COULDN'T AGREE WITH THIS CHAMPION MORE THAT IT'S CRITICALLY IMPORTANT THAT ALL OF OUR COMMUNITY COME TOGETHER.

WE'VE OFFERED THAT LETTER AND WE'VE MET WITH ALL OF YOUR COUNCIL OFFICES AND OUR TEAM IS AVAILABLE TO ANSWER ANY QUESTIONS.

IT IS EARLY IN THE PROCESS, AND WE WANT TO ENSURE THAT THE CITY OF AUSTIN'S PERSPECTIVE IS AS HEARD AND APPRECIATED BY TXDOT AS THEY MOVE FORWARD.

I WANT TO THANK COUNCIL MEMBER KITCHEN FOR HIGHLIGHTING THE NEED FOR THE CITY OF AUSTIN TO PARTNER WITH TXDOT, AS THEY APPROACH COMMUNITY ENGAGEMENT.

UM, I PARTICULARLY LOVE THE ACKNOWLEDGEMENT OF SOME OF THE WORK THAT TRANSPORTATION DEPARTMENT'S DOING ON, UM, NEAR THE LONGHORN DAM ON SOUTH PLEASANT VALLEY AND SEEING, UM, THAT WAS SOMETHING THAT THEY HAD IDENTIFIED EARLY IN THE PANDEMIC THAT WAS BEFORE THE HEALTHY STREETS RESOLUTION WAS APPROVED.

SHOWING THAT TRANSPORTATION DEPARTMENT WAS ALREADY THINKING THIS WAY IN A COUPLE OF LOCATIONS ABOUT HOW TO INCREASE MOBILITY AND SAFETY AS PEOPLE ARE GETTING AROUND TOWN.
